Senior Infrastructure Analyst
Hiring Range: $70,636 to $84,760 Grade: 83 Pay Range: $70,636 to $98,883 annually DOE/Q plus benefits FLSA Status: Exempt (not eligible for over time)
City of Prescott Department of Public Works is seeking an experienced, knowledgeable and collaborative professional for the City’s Utility Division, in the position of Senior Infrastructure Analyst. Under general supervision of the Utility Manager, the ideal candidate will serve as the liaison to multiple divisions, departments and outside agencies to provide technical and administrative support on behalf of the department to affect changes during the course of project plan development and construction while performing high-level professional work for projects from planning through design and construction. Responsibilities involve all work necessary to implement a variety of projects contained within the City’s long term Capital Improvement Program.
Education and Experience: The selected candidate shall possess at a minimum a Bachelor’s degree in Civil Engineering, Construction Management, or a related field, and a minimum of ten years of progressively responsible experience in the delivery of capital projects OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position. Having an active AZ Professional Engineer (PE) license is preferred. Candidate must possess a valid Arizona driver’s license at time of hire and pass pre-employment drug screening and background investigation.
Tasks: The Senior Infrastructure Analyst plans, prioritizes, and manages diverse activities to advance the City’s CIP Program, particularly in the area of utilities; assists with regulations, policies and procedures, emergency operations and response plans; participates in budget development including the multi-year capital improvement program; and supports user rate and development fee studies. The selected candidate will assist with the development and implementation of improvement projects while assuring all project elements are successfully completed, including: hydraulic modeling to confirm project scoping; developing and reviewing request for proposals; selection of consultants; reviewing bid packages; coordinating with utilities operations during design and construction; and project closeout. The Senior Infrastructure Analyst works with all Public Works staff, private development engineers, and other representatives on projects; represents the Department in meetings with professional organizations, outside agencies, and the public; and prepares and reviews periodic and Division special reports. Tasks also include working closely with all Public Works Division Managers and Capital Project Managers to ensure good coordination for all Capital Improvement Projects. The selected candidate will coordinate the preparation of construction documents to deliver a high quality constructed product while ensuring compliance with applicable municipal, state, and federal regulations and standards; coordinate with City staff, external agencies and stakeholders to resolve the impact of utility projects to other departments and divisions; review, analyze and evaluate plans and specifications, feasibility analysis, cost estimates and reports; review work in progress; review construction contract provisions including scope of work, schedules, methodology, equipment, and process control; collaborate with operations in equipment and material approvals; and verify satisfactory completion of projects. The Senior Infrastructure Analyst is responsible for staying informed of current regulations and guidelines that would impact design, implementation, and/or operations of projects and utilities systems and keeping the Utilities Manager updated on coordination efforts on a regular basis. This position may or may not have supervisory responsibilities. Performs other duties as assigned.
Knowledge: Knowledge of the City of Prescott's governmental organization, policies, and procedures preferred. The candidate shall posses an understanding of Federal, State, and City rules, regulations, policies, procedures, codes, and ordinances related to the planning, engineering, permitting, operations, maintenance, construction of utilities and transportation systems. The candidate shall know civil engineering theory, techniques, principles and practices applicable to planning, design and construction of water production and distribution, wastewater collection, treatment, and reuse infrastructure and an understanding of roadway and drainage systems. The Senior Infrastructure Analyst shall have knowledge of Capital Improvement Programs and budget preparation, implementation, monitoring and administration. Knowledge of grant research, application, administration and reporting requirements is preferred.
Skills and Abilities: The Senior Infrastructure Analyst shall seek creative and innovative approaches to meet or exceed established project goals, objectives, and milestones; have the ability to work on complex Public Works projects using independent judgment, coordination and communication skills; be able to plan, prioritize and deliver a significant number of diverse utilities projects and activities with simultaneous deadlines; possess the skills to prepare construction specifications for replacement/rehabilitation improvements. The candidate must possess the ability to in review and evaluate construction plans, studies, and specifications for various infrastructure projects to determine compliance with established municipal, state, and federal guidelines, ordinances, regulations and safety standards; provide oral and written communications for administrative, technical, and public involvement purposes; investigate and respond to difficult and sensitive problems and complaints in a professional manner; identify and report findings and take necessary corrective action; establish and maintain effective working relationships with state, federal, and other local officials, elected officials, and City residents. The selected candidate will be able to work independently with a self-starting initiative. The candidate must be proficient with a variety of computers software including developing, manipulating and interpreting hydraulic utility models.
