OPENING DATE: 01/09/18 CLOSING DATE: 01/23/18 05:00 PM DESCRIPTION: This is complex engineering work in the Engineering Division of Douglas County Public Works Department. Work requires originality and judgment in the independent evaluation, selection, adaptation and modification of standard techniques, procedures, and criteria. Requires broad knowledge in Civil Engineering and good knowledge of drainage and roadway principles and practices of related specialties. EXAMPLES OF DUTIES: (The following examples are illustrative only and are not intended to be all inclusive.) Oversees the preparation or prepares design surveys, environmental studies and permitting, hydrologic studies and hydraulic needs assessments to prepare drainage plans, roadway designs, improvement designs, and construction plans. Directs necessary changes. Meets with public to investigate deficiencies/gets public buy-in for projects and acquires temporary and permanent easements as needed to construct required improvements. Manages in-house engineering projects from conceptual design to project completion. Conducts studies, location analysis, prepares designs, construction plans and specifications. Manages contractors during construction. Inspects and reviews field inspection work. Advises and assists on complex surveying and other difficult engineering problems. Prepares reports, maps, and cost estimates for design projects. Plans, schedules, and coordinates detailed phases of the engineering work on a part of a major project or on a total project. Prepares specifications and contract documents for construction project bids. Devises new approaches to problems encountered. Work involves conventional engineering practices, but includes a variety of complex features such as conflicting design requirements, unsuitability of standard materials, and difficult coordination requirements. Conducts studies and prepares reports and recommendations. Attends Planning Commission and Board of County Commissioners meetings and hearings. Attends neighborhood meetings to discuss projects with interested and affected property owners and homeowner groups. Other duties as assigned. MINIMUM QUALIFICATIONS: EDUCATION and/or EXPERIENCE: Requires a Bachelor's degree in Civil Engineering or related field, and seven (7) years of engineering experience OR any equivalent combination. LANGUAGE SKILLS: Ability to read, analyze, and interpret County Engineering Criteria, professional journals, technical procedures, and governmental regulations. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective work relationships. MATHEMATICAL SKILLS: Ability to perform complex mathematical calculations using algebra, coordinate geometry, trigonometry and calculus. REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS: Must be registered as a Professional Engineer with the State of Colorado Board of Registration for Professional Engineers and Land Surveyors. A valid State of Colorado Driver's license is required at hire date. OTHER SKILLS and ABILITIES: Considerable knowledge of the principles, theories, methods and techniques of civil engineering and computer aided design and drafting. SUPPLEMENTAL INFORMATION: SUPERVISORY RESPONSIBILITIES: This position may supervise a few engineers or technicians on routine work. CONSEQUENCE OF ERROR: This is complex technical engineering work. Consequence of error may result in preliminary faulty design or construction of public improvements, which could result in increased maintenance or replacement costs. CONTACTS: Work involves continuous contact with design engineers, developers, contractors, citizens, other agencies and co-workers. INDEPENDENT JUDGMENT: Work is performed independently within general policy guidelines. WORK ENVIRONMENT: Work is generally performed in a typical office environment. The employee occasionally works in outside weather conditions conducting on-site project inspections. |
