The Senior Engineer position, functioning as City Traffic Engineer, is responsible for the management of the Traffic Division of the Development Services Department. Responsibilities include implementing the City's Comprehensive Bicycle Master Plan and mobility projects, conducting and reviewing local and regional traffic and multi-modal transportation studies, reviewing development projects and proposals, and providing technical support to the traffic operations staff. Additional responsibilities include participation and attendance at the Traffic and Public Safety Commission, Planning Commission, and City Council meetings. This is a professional engineering position requiring independent judgment and initiative. Primary assignments include the design and management of public works capital traffic related improvements, coordination with engineering consultants, timing of traffic signals, neighborhood traffic calming program, downtown parking, coordination of street light request and installation with public works, maintenance of records, and coordination with technical boards and city stakeholders. EXAMPLES OF IMPORTANT & ESSENTIAL DUTIES (INCLUDED BUT NOT LIMITED TO): Represents the Department and City attending Traffic and Public Safety Commission and City Council meetings, public events, and speaking engagements; attends staff meetings, committee meetings, and/or other related meetings; serves as a liaison with external agencies; prepares agendas, reports and memos.Reviews traffic engineering projects to ensure conformance with standards, plans, and policies; certifies completion of projects.Provides advanced staff assistance to the Director and City Engineer.Manages and directs a variety of contracts, which includes: capital improvement contracts, and/or other related contracts; ensures contractors adhere to contract specifications; processes payment requests; approves work.Responds to and resolves citizen complaints; investigates and analyzes complex engineering issues related to traffic engineering and traffic calming proposals.Supervises employees to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.Manages and administers contracts for traffic engineering projects, which includes: establishing guidelines, verifying funding, establishing timelines, certifying designs, and, performing other related activitiesManages, coordinates, and reviews the activities of assigned projects of an assigned work unit; prepares Requests for Proposals, Requests for Qualifications, designs, and specifications; collaborates and confers with developers, contractors, other engineers, and the general public; coordinates activities with other divisions and external agencies; meets with staff to identify and resolve problems; monitors and evaluates work flow.Participates in the development and administration of assigned departmental, division and/or project budgets; forecasts funding requirements; monitors and approves expenditures; recommends budget adjustments.Performs other duties of a similar nature or level. The ideal candidate must have knowledge of: managerial principles and practices; customer service principles; applicable Federal, State, and Local laws, ordinances, codes, rules, and regulations; principles and practices of construction management; traffic management principles and practices; project management principles and practices; report writing techniques; civil engineering principles; advanced mathematical concepts; accepted standards of construction materials, methods, and craftsmanship; contract management and administration principles and practices; budgeting principles; occupational hazards and safety standards. The idea candidate must have skill in: monitoring and evaluating employees and contractors; prioritizing and assigning work; using computers and related software applications; providing customer service; managing multiple priorities simultaneously; preparing cost estimates; analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals; negotiating and gaining cooperation through discussion and persuasion; performing complex mathematical calculations; preparing and/or reviewing a variety of technical reports, documents, and other related correspondence; interpreting maps, drawings, legal descriptions, and plats; reading and reviewing engineering drawings and technical reports; applying Federal, regional, state, and local regulations; issuing professional opinions; developing Requests for Proposals and Requests for Qualifications; performing engineering calculations; interpersonal skills as applied to interaction and effective communication with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
