The Deputy City Engineer under general administrative direction, is responsible for planning, organizing, managing, supervising and directing the activities of the Capital Improvement Program and other assigned sections in the Engineering Division within the Development Services Department. The Deputy City Engineer Provides highly responsible staff assistance to the Department Director and City Engineer. EXAMPLES OF IMPORTANT & ESSENTIAL DUTIES (INCLUDED BUT NOT LIMITED TO): Oversees and administers daily operations of Capital Improvement Projects and assigned areas in compliance with guidelines, requirements, and regulations; oversees the submittal of required reports.Manages and oversees the management of available funding from local, state, and federal sources as they affect engineering CIP projects; monitors and controls expenditures; plans, organizes, and assists in the administration of the collection of various engineering fees, including fees for maintenance and operation of the city sewer collection system and other various agreements.Manages and administers contracts for assigned projects, which includes: establishing guidelines, verifying funding, establishing timelines, and performing other related activities.Represents the Department, City, and/or Division by attending meetings, public events, and speaking engagements; conducts and attends staff meetings, committee meetings, and/or other related meetings.Attends City Council Meetings as primary staff representative or as presenting staff member, prepares and presents reports for the City Council and or various Commissions.Participates in the development and implementation of goals, objectives, policies, and priorities for assigned service areas, programs, and operations; recommends and administers policies and procedures.Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within division and departmental policy, appropriate service and staffing levels.Plans, directs, coordinates, and evaluates the work plan for assigned staff; prioritizes and assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.Supervises, motivates, and evaluates assigned personnel; provides and/or oversees the coordination of staff training; works with employees to correct deficiencies; makes disciplinary and termination recommendations.Plans and manages the administration of various proceedings for funding the design and construction of public works facilities using State Gas Tax, TransNet funds, development impact fees, Transportation Improvement Project funds, and other funding sources.Participates in the development and administration of assigned departmental, division and/or project budgets; monitors and approves expenditures; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; recommends budget adjustments.Oversees safety programs for assigned sections and work groups; assists with action planning for safety programs; and responds to workers' compensation issues.Conducts and/or assigns a variety of organizational and operational studies; recommends modifications to assigned engineering programs, policies, and procedures as appropriate.Serves as the liaison for assigned sections, work groups, and/or service areas of the Engineering Division to other departments, divisions, sections, and outside agencies; negotiates and resolves sensitive and controversial issues.Responds to and resolves citizen complaints as needed; investigates and analyzes related complex issues.Performs other duties of a similar nature or level. Knowledge of: Managerial principles and practices;Municipal public works projects, activities, and practices;Modern principles, methods, terminology, equipment, and materials in the civil engineering field;Customer service principles;Applicable Federal, State, and Local laws, ordinances, codes, rules, and regulations;Principles and practices of supervision, training, personnel, and project management;Principles and practices of leadership, motivation, team building, and conflict resolution;Principles of business letter writing and report preparation;English usage, spelling, grammar, and punctuation;Contract management and administration principles and practices;Budgeting principles and procedures;Occupational hazards and safety standards;Computer equipment and software applications related to area(s) of assignment. Skill in: Monitoring and evaluating employees and contractors;Prioritizing and assigning work;Using computers and related software applications;Providing customer service;Managing multiple priorities simultaneously;Preparing and reviewing cost estimates;Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals;Negotiating and gaining cooperation through discussion and persuasion;Performing complex mathematical calculations;Preparing and/or reviewing a variety of technical reports, documents, and other related correspondence;Interpreting maps, drawings, legal descriptions, and plats;Reading and reviewing engineering drawings and technical reports;Applying Federal, regional, state, and local regulations;Developing Requests for Proposals and Requests for Qualifications;Performing engineering calculations;Reading and writing legal descriptions;Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and provide professional opinions, and to receive work direction.
