Under administrative direction, the Manager of Permit Division reports directly to the Deputy Bureau Manager, Street Use and Mapping (BSM) of San Francisco Public Works. This is a senior manager within the Bureau and is responsible for the functional area of Permit Division; the coordination and implementation of program planning; and defining staffing requirements, resource allocation and identification of future resource needs. Essential functions of this job code include, but is not limited to: Manage and oversee review and approval processes for construction permits in the public right-of-way and/or occupy the public right-of-way, including review of plan submittals, permit applications, fee assessment and payment processing Interpret and enforce laws, ordinances, and regulations governing construction in, and use of the public right-of-way Manage and supervise permit operations through subordinate personnel including training, evaluating and coaching subordinate staff engaged in permit processing, complaint processing, records management, and related activities Supervise and manage the provision of effective service delivery to customers Conduct analyses, prepare statistical, cost/benefit performance reports and make recommendations on the permit approval/review processes Assist with and perform general administrative and/or management functions as they relate to office operations, permit section budget, contract and/or grant administration Participate in the departmental process improvement efforts by preparing or revising business plans, policies/procedures, performance objectives, work and efficiency plans to senior management and policy makers. Plan, organize, develop, and produce briefings, reports, presentations, handbooks, educational and outreach materials for City departments, building developers, utility service providers, community-based organizations, the general public, and public officials. Manage and coordinate the routing and tracking of permit plans to various departments and outside agencies for required reviews and approvals Represent SF Public Works and the Bureau of Street Use and Mapping by making presentations and participating in public meetings and workshops during the working day and after normal business hours to elected officials, such as the Mayor’s Office and the Board of Supervisors, and community based groups Perform related duties as required Nature of Work: This position requires incumbent to be available after hours, 7 days a week including holidays, to respond to emergency requests and issues. MINIMUM QUALIFICATIONS Possession of a bachelor’s degree from an accredited college/university; AND Five (5) years of professional experience in implementing agency programs, policies and procedures, of which the experience must include three (3) years of experience supervising professionals AND one (1) year in permit issuance and/or enforcement of city codes and regulations; AND Substitution: Note: One year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
