PUBLIC WORKS DEPARTMENT SUMMARY: Provides administrative and professional engineering supervision in the organizing, planning, and implementation of the operation and maintenance of a 10 MGD waste water collection and treatment system including treatment plant, pump stations and sewer mains. Maintains contact with Public, State and Federal Regulatory Agencies. Determines priorities, participates in long-range planning, formulates operating policies, and establishes division objectives. Coordinates work of division through supervisors, prepares operations schedules, monitors divisions' activities and implements controls to assure cost effective attainment. Works with Sewer Authority. Oversees the installation, operation, maintenance and repair of instrumentation, pumps, pipes, valves and equipment of the collection system and the treatment facilities. Oversees the analysis and quality control testing of waste water discharge to meet environmental parameters established by State and Federal Agencies. Establishes operating and emergency procedures. Responsible for training and performance of division personnel. Prepares division budget and administers approved budget. Prepares statistical and narrative reports. Supervises the sewer user fee program, monitors collections, estimates revenues, maintains close liaison with the billing agency. Recommends purchase of supplies, materials and equipment. Represents division at public meetings. Participates in professional public administration and public works organizations to maintain current development in field. Responsible for public/community relations and responds to inquiries. KNOWLEDGE, SKILLS & ABILITIES: Knowledge of processes and equipment involved in waste water treatment including basic chemical, bacteriological and biological processes. Knowledge of managerial, administrative and accounting practices and procedures involved in successful plant operation. Knowledge of industrial wastes and their effects on treatment processes and equipment. Ability to prepare clear, concise reports and budget recommendations. Ability to plan, direct and evaluate plant operations and maintenance functions; ability to establish and maintain effective communication and working relationships. Must apply principles of logic, and deal with a variety of concrete and abstract variables. Interpret a wide variety of technical instructions, in book, manual, and mathematical or diagrammatic form. Perform ordinary arithmetical, algebraic, and geometric procedures in standard, practical applications. Requires computer literacy with word processing, spreadsheet, and other software. QUALIFICATIONS: Bachelor’s degree in sanitary, civil, chemical or mechanical engineering, plus five (5) years of increasing responsible experience in sewage treatment at a supervisory/management level. Degree or experience in business management or accounting desirable. LICENSE OR CERTIFICATION: Requires Connecticut Class III Waste Water Treatment Plant Operators Certification. A Connecticut Class IV Waste Water Treatment Plant Operators Certification is required within 3 years of hire; upon attainment of the Class IV Certification incumbent shall advance to top step of the salary level. Possession of Connecticut Professional Engineer license desirable. Requires valid Motor Vehicle Operator's License. PHYSICAL DEMANDS & WORK ENVIRONMENT: Reasonable accommodations may be made, regularly required to sit, stand, talk, hear, and reach with hands and arms, regularly works in indoor or office environment and performs plant inspections. Occasional exposure to weather, fumes, odors, dust, and risk of bodily injury. Possible exposure to toxic conditions. SCHEDULE: Monday through Friday, 8:30 a.m. to 5:00 p.m. Responds to emergencies on a call-in basis.
