Operations Director Montgomery County Engineer’s Office Class Concept: The Montgomery County Engineer's Office (MCEO) located in Dayton, Ohio is responsible for building, maintaining, and operating 514 bridges and 320 miles of county roads. MCEO is seeking an Operations Director to lead the Operations Division consisting of the Road Department, Bridge Department, and Fleet Maintenance Department. Said Divisions are responsible for the maintenance and repair of county roads, bridges, signs, snow/ice removal, buildings and equipment. Incumbent reports directly to the County Engineer. Job Duties/Responsibilities: • Manages and coordinates all road and bridge maintenance activities within the responsibilities of the County Engineer’s jurisdiction • Manages and participates in the development of long-range goals, priorities and objectives • Recommends and administers the Division’s budget, capital improvement plan, and fleet maintenance • Provides technical expertise to the County Engineer and other staff personnel on maintenance related issues • Plans, assigns, and reviews work of support staff and support supervisors • Offers recommendations in personnel matters that include, but are not limited to, interviewing and selecting Division employees, evaluating staff performance and assisting with employee complaints • Ensures compliance with collective bargaining agreement and works cooperatively with Supervisors and Union Representatives toward successful implementation of work activities • Provides for training of Division employees in the areas of required job competencies, safety, discrimination and harassment laws, etc. Qualifications: • Bachelor’s Degree with major course work in civil engineering, public administration, business administration or related field • 7 or more years of operations experience involving the maintenance of public infrastructure • Knowledge on the principles and practices of program development and administration • Ability to analyze problems and deal with conflict effectively • Strong communication skills and experience relating to peers and support personnel • Valid State of Ohio Driver's License or ability to obtain within 6 months To apply for the position, please send resumes in PDF format to Gary Shoup, Chief Deputy Engineer, at shoupg@mcohio.org.
