ASSOCIATE CIVIL ENGINEER $9,379.07 - $12,003.33 Monthly
The Associate Civil Engineer acts as a Project Manager to plan, design, prepare plans, specifications and estimate, administer consultant contract, administer construction contract, manage post-design construction services, prepare Operation and Maintenance guidelines, manage multiple projects, interface with communities, and prepare Board Agenda Items for Watersheds large and small capital projects that may include Operation and Maintenance projects. Associate Civil Engineer shall perform complex professional engineering work and/or may serve in a supervisory capacity as a team leader; prepare request for proposals; manage and oversee consultants' products and contracts; prepare project plans and work plans; prepare budget; supervise and mentor assistant engineers.
Key responsibilities include, but are not limited to: • Perform a variety of professional civil engineering duties in the planning, design, development, construction, operation, and maintenance of District's flood protection facilities and systems. Lead, oversee, manage and participate in the civil engineering planning, design and construction of flood protection projects; define scope of work, budgets, schedules, project plans, prepare status reports, and maintain project files; conduct various engineering studies, investigations and analyses in the development of project alternatives; participate in preparation of reports for planning and design studies and analyses; QA/QC review of bid documents; ensure planning, design, and construction phases adhere to Capital's Quality and Environmental Management System. • Lead, oversee, manage and participate preparation of engineering specifications, drawings, sketches, engineering calculations, review drawings, plans and other work submitted by external consultants, engineers, contractors and developers’ standards and District specifications; draft and prepare technical and administrative correspondence and reports. Perform and review engineering calculations and prepare cost estimates for proposed projects and contract construction and installation work. • Provide support to District civil engineering construction projects; assist in the inspection of contractor installations as necessary; provide technical support during project construction including design changes, submittal review, approval of change orders, negotiations with the contractors and internal CM staff, monitoring construction management cost, request for information from contractors, interpretation of contract documents and assistance with change orders; prepare and review construction contract documents as assigned. • Participate in various engineering studies and related projects and may coordinate regulatory, environmental and/or construction permit activities and processes within the District and with outside agencies. • Represent the District in meetings or presentations to internal customers, the general public, consultants, managers, Board advisory committees, and Federal, State and local agencies as assigned. Prepare materials for public meetings and tours. Interact with the public and provide timely responses to project related inquiries.
Experience: Two years of professional civil engineering experience at a level equivalent to that of the Assistant Engineer II (Civil) classification (total of four years). Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field. OR Possession of a valid California Engineer-in-Training (EIT) certificate with two years of associated paraprofessional engineering experience. License or Certificate: Registration as a Professional Engineer in the State of California is required.
