PURPOSE OF POSITION: This position performs a variety of supervisory functions in regards to the operation and maintenance of the City’s wastewater treatment facility. The plant is required to remove nitrogen before land application of effluent. In addition to supervision of the treatment facility, this position will oversee the City’s pretreatment program, collection system, including pump stations, and stormwater facilities.
Oversees regulatory compliance programs related to wastewater treatment, wastewater collection system and stormwater quality. These requirements include, but are not limited to: DEQ Water Pollution Control Facility (WPCF) Permit; Reclaimed Water Management Plan; Biosolids Management Plan, Groundwater Monitoring Plan, and State and Federal Underground Injection Control (UIC) requirements. These tasks are illustrative only and may include other related duties. Duties include data collection, analysis, report writing, project management and research to meet regulations.
JOB QUALIFICATION REQUIREMENTS: Mandatory Requirements: High school diploma or equivalent; Bachelor’s degree in environmental science, public health, civil engineering, public administration or a closely related field; and five (5) years of experience, with at least three (3) of those years as a supervisor, relating to maintenance and operation of wastewater treatment and collection systems, or any equivalent combination of education and experience.
Thorough knowledge of treatments process to remove nitrogen, effluent reuse and ground water management, other methods and procedures used in wastewater collection, treatment systems, and storm water systems.
Computer skills, including word processing, spreadsheet and computer process control.
Ability to interpret specific chemical and biological analysis; Ability to guide, direct and motivate employees; Ability to organize and supervise the activities of various crews performing construction and maintenance work; Ability to communicate effectively, verbally and in writing; Ability to establish and maintain effective working relationship with employees, other departments and the public.
Special Requirements / Licenses: Possession of, or must obtain within six (6) months from date of hire, a valid Oregon drivers license. Must have a safe driving record.
State of Oregon Wastewater Operator Certification Grade IV, or ability to obtain within 6 months of hire.
State of Oregon Collection System Certification Grade IV, or the ability to obtain within 6 months of hire.
Desirable Requirements Four (4) years verifiable work experience in a municipality; Master’s degree in environmental science, public health, civil engineering, public administration or a closely related field.
