JOB SUMMARY: This position schedules and directs routine and emergency operations, cleaning, and repair of the sanitary sewer system, including manholes, main lines, and service lines, plans and performs maintenance work to reduce water inflow/infiltration into the sanitary sewer system, assists in the Snow and Ice Control program, trains other employees, assumes responsibility for work unit in the absence of a supervisor, responds to emergency conditions, develops short- and long- term work schedules, responsible for implementation of the Division’s budget and work projections. JOB DUTIES: Develops and coordinates a schedule of daily, weekly and monthly work activities to be performed; reports accomplishments of scheduled work activities. Verifies work crew progress and follows up to make sure job is completed correctly and in a timely manner. Requires direct involvement in construction activities and operating knowledge of all equipment within the Engineering & Public Works Department. Anticipates existing or potential problems, circumstances, activities, or events which may/will affect the Department and keeps the Superintendent - Utility Services, Assistant Director and Director apprised of them. Receives and responds to service requests from internal and external customers; assumes unique responsibility for direct and often face-to-face contact with customers on a wide range of public works issues. Creates an environment which encourages innovation and continued learning. Coordinates an effective training schedule of subordinates in work practices, proper equipment operation and maintenance, and safety issues in the work place. Establishes and communicates clear and meaningful performance standards and expectations to employees. Evaluates subordinate workers’ job performance and disciplines subordinate workers as required. Supervisory responsibilities include establishing performance standards; training and developing subordinate employees; assigning and directing work; monitoring productivity and conduct, providing feedback and assessing performance; issuing discipline; handling and responding to complaints and grievances; and ensuring compliance with Village and departmental policies, rules, regulations and ethical standards. Acts as Duty Foreman in a weekly rotation with all Foreman and has a general working knowledge of all public works functions for response to emergency situations. This position serves an on call role and is the first point of contact during afterhours and responds to a wide range of calls including but not limited to building alarms, watermain breaks, sewer backups or street light knockdowns. Gathers information, uses facts, data and quantitative measurements to assess outcomes, proposes solutions, tracks quality and enables improvement. Makes appropriate judgments and/or decisions and uses resources efficiently and effectively. Performs snow and ice control functions and assists in emergency operations such as floods and wind or rain storms; assists in planning and executing labor forces during special events. Thorough knowledge of the organization’s policies and procedures, employee manual, labor contracts, Department’s Standard Operating Procedures and Safety Practices. Provides appropriate input on divisional budgets and prepares new item justification forms as required. Tracks divisional accounts and procurement card usage. Hears and resolves employee issues. Discusses, establishes, and distributes clear, attainable written goals and objectives for the unit. Understands and communicates the broad organizational/institutional goals and priorities to staff. Defines and evaluates unit's accomplishments within this context. Supervises and/or performs plan review and preparation, contract supervision, construction inspection, and final acceptance of related construction projects and activities. Performs other duties as assigned. QUALFICATIONS: Associate’s Degree or equivalent credit hours towards a Bachelor’s Degree with major course work in business management, engineering, or closely related field. A minimum of five years of experience in a Public Works Department with a thorough knowledge of skilled maintenance and construction work. A minimum of two years of supervisory experience coordinating a range of activities undertaken by others that involve directing, monitoring, and evaluating performance of staff in a lead capacity. Ability to obtain Illinois EPA Certificate of Competency as a Collection System Operator within one year from date of hire. Possession of a valid State of Illinois Class A Commercial Driver’s License (CDL) or ability to obtain within six months from date of hire. Proficiency with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred or within the first six months of employment. Broad and in-depth knowledge of all Engineering & Public Works Department operations. Thorough knowledge of Regulatory Agency rules and regulations. Ability to exercise good judgment and make proper decisions to assure the proper operation of systems. Ability to establish good working relationships. Knowledge and experience in the use of the equipment of the division to train subordinates in the safe use of the equipment. Ability to effectively supervise and work with others and to train all assigned personnel through demonstration and/or effective communication, written or oral. Ability to effectively communicate policies and procedures to the general public as well as to supervisors and staff. Ability to maintain clear and accurate records of all Division operations and prepare clear and concise technical reports. Ability to manage, maintain, update and renew all fleet related diagnostic materials in computerized form, web-based or book based. Ability to exercise good judgment and make proper decisions to assure a safe, clean, and adequate water supply. WORKING CONDITIONS/PHYSICAL REQUIREMENTS: Subject to high levels of noise for an extended period of time. Subject to extremes of temperature for prolonged periods or abrupt changes in temperature. Subject to fumes or disagreeable odors. Subject to exposure to inclement weather conditions. Subject to extended periods of isolation. Subject to working in wet, dirty, dusty, hot humid, and/or cold conditions in high vehicle traffic areas. Physical strength and agility sufficient to do strenuous laboring tasks under varying weather conditions; ability to lift and move 75 pound or more on a frequent basis. Frequent and/or prolonged bending, stooping, standing, pulling, pushing, or reaching. Prolonged periods of concentration such as proof reading, figure work, drawing, reading blue prints, etc. Frequent contact with the public; must be able to effectively communicate verbally and demonstrate good customer relations. Frequently completes written technical forms; must be able to effectively communicate in writing. Occasionally works at heights to 130 feet above or depths of 50 feet below the ground. Subject to frequently changing walking surfaces. Ability to supervise and coordinate the work of others, including private contractors hired by the Village. Subject to working for extended periods of time: 12 hours normally and 18 hours infrequently for several consecutive days.
