The City of Olathe is actively seeking a Utility Relocation Inspector to coordinate with Public Works project managers, design engineers, utility company representatives, and contractors to ensure utility relocations for City projects are successfully completed. Provide oversight of contractor operations and identify potential utility conflicts that may cause future project delays. Effectively resolve utility relocation issues as they arise.
- Develop and implement a program that ensures utility relocations are successfully completed on City projects before the Notice to Proceed is issued to the contractor. Keep utility conflicts that cause project delays, increase costs, and inconveniences citizens to a minimum.
- Review City project plans ensuring conformance with specifications, standards, and policies before the utility relocation plan is developed. Submit proposed revisions to the project manager. An accurate set of project plans will be needed when utility relocation work begins.
- Attend utility coordination meetings with the project manager, design engineer and utility company representatives during the design phase.
- Coordinate with City staff, design engineers and utility company representatives to identify existing utilities that require relocation and assist with the development of a utility relocation plan that allows project construction to move forward with minimal utility conflicts. Provide oversight when pot-holing is conducted in the design stage to identify the location of existing utilities.
- Host utility relocation pre-construction field meetings to ensure the contractors have accurate and up-to-date information needed to move forward with the work.
- Provide oversight of utility relocation contractors to ensure the utility relocation plan is followed and any issues are identified and resolved in an effective manner. Coordinate with utility company representatives and their contractors as needed to resolve issues.
- Coordinate with the project manager, design engineer, and surveyor to identify proposed infrastructure that will need to be staked to ensure that utility relocations are clear of the future improvements.
- Ensure the utility relocation contractors have obtained the necessary right-of-way permits and received traffic control plan approval before work begins.
- Provide oversight of the utility relocation contractors ensuring their traffic control conforms to the approved traffic control plan. Coordinate with City traffic staff when their involvement is required.
- Track the effectiveness of the utility relocation program; determine success/failure rates; estimate time savings/delays; and project cost savings/increases.
- Attend project pre-construction meetings to provide an update on the status of utility relocations and discuss any utility issues that arise at the meeting.
- Proactively reach out to the contracting community and inform them of the steps that are being taken to minimize project delays resulting from utility conflicts.
- Maintain acceptable project documentation and filing practices.
- Respond to citizen complaints and inquiries in a professional manner.
- Assist with snow removal operations as needed.
Experience: 3 to 5 years of increasingly responsible inspection experience on civil engineering related projects required. Education: High school diploma or GED required. College level coursework in engineering, construction management, or related field preferred. License or Certification: Possession of or ability to obtain the following certifications within one year: IMSA Work Zone Safety, Erosion and Sediment Control, KDOT Traffic Control Inspection or ATSSA Traffic Control Technician and Nuclear Density Gauge Safety. Must have a valid driver's license.
