The salary is subject to a proposed 2.7% COLA increase effective Jan. 1, 2018.

The City of Shoreline manages and maintains a 170 mile road network, operates surface water and wastewater utilities, and over 30 parks and other public facilities. By 2025, Shoreline will reconstruct three major transportation corridors, and work with Sound Transit to bring two light rail stations to Shoreline as part of the $1.3 billion Lynnwood Link Extension.
Shoreline Public Works The department comprises over 60 people in our Utilities and Operations, Surface Water, Transportation Services and Engineering divisions. We are a collaborative team focused on improving our service delivery and our workplace. The City's Engineering team supports an annual Capital Improvement Program (CIP) between $50 million and $70 million in projects across the transportation, surface water, wastewater, parks and facilities business lines.
Over the past 20 years, we rebuilt all three miles of Aurora Avenue (SR99) and are beginning work on three other important, regional corridors. Earlier this year, Shoreline Public Works became the eighth public works agency in Washington and the 126th in the Nation to achieve accreditation by the American Public Works Association (APWA).
The Position The City is seeking experienced engineers and project managers to fill multiple positions as Engineer II – Capital Projects in the Public Works Engineering Division. These positions will manage design and construction of projects in transportation, surface water, wastewater, parks and facilities and play key roles in developing the Public Works team's planning, project management and engineering design capability. We are seeking energetic, innovative, self-starters who can work independently and as team members in our growing, fast-paced program.
DEFINITION Manage the development of the most complex capital projects subject to strict deadlines; including managing public involvement, overseeing consultants, and meeting schedule and budget objectives. Coordinate assigned activities with other divisions, departments and outside agencies. Establish and maintain cooperative working relationships with co-workers, other departments, outside agencies, consultants, contractors and citizens, and provide highly responsible and complex project management and engineering support to City departments.
DISTINGUISHING CHARACTERISTICS This is an advanced, journey – level classification. Positions at this level are distinguished from the Engineer I – Capital Projects classification by the level of license/certification required, engineering and project management skills, the level of responsibility assumed and the complexity of duties assigned. Employees in this classification perform the most difficult and responsible types of duties on complex and high profile capital projects and activities requiring an effective combination of planning, engineering, project management and communication skills, fluency in procedures related to assigned area of responsibility and the ability to work independently.
EXAMPLES OF DUTIES:
ESSENTIAL AND MARGINAL FUNCTIONS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
- Manage the development of multiple and diverse, complex projects in all business lines.
- Coordinate the selection of design consultants and professional service providers; monitor revenues, contract expenses, schedules and consultant performance.
- Provide estimates and forecasts of costs for long-range capital improvement projects; provide assistance in developing long-range plans for City systems and facilities; research and prepare projections related to expenditures, revenues and requirements.
- Prepare engineering design for roadway, surface water and/or wastewater projects including engineering calculations and preparation of plans and specifications.
- Manage the development of capital projects from conceptual planning and pre-design, through design and preparation of contract documents by in-house and consultant teams.
- Manage schedules, bid openings, contract awards, construction progress, inspections and project close-out for assigned capital projects. Identify problems, recommend and act to implement solutions throughout the project.
- Coordinate assigned activities with other divisions, departments and outside agencies and establish and maintain cooperative working relationships with co-workers, other departments, consultants, contractors and citizens.
- Work directly with department directors, the City Manager and the public to implement complex and controversial projects.
- Manage public involvement in capital projects and provide information to the public regarding the Capital Improvement Program and capital projects. Respond to questions and resolve complaints as needed. Attend community meetings and make presentations related to capital and special projects. Conduct and participate in project meetings with other City staff.
- Participate in the development and administration of the capital projects budget; participate in the forecast of funds needed for equipment, materials and supplies; monitor and approve expenditures; implement adjustments; assist in pursuing grants and other funds necessary to support the Capital Improvement Program.
- Manage State and Federally sourced grant funding for assigned projects, including monitoring, internal and external reporting, and ensuring that all project records are maintained in an auditable condition, in adherence to applicable regulations and procedures.
- Provide responsible support and assistance to upper management and to the directors and managers of departments with assigned projects.
- Attend and participate in professional group meetings; stay abreast of trends and innovations in the field of project management and engineering.
Marginal Functions: Perform related duties and responsibilities as required.
QUALIFICATIONS:
Knowledge of: Operational characteristics, services and activities of project management. Methods, techniques and equipment of field inspection, surveying, drafting and design. Principles and practices of contract administration. Principles and practices of local budget preparation and administration. Principles and practices of negotiation. Principles of technical and business communication, including business letter writing and report preparation. Applicable computer software. Methods and procedures of State and Federally sourced grant funding management. Pertinent Federal, State and local laws, codes and regulations. Engineering design for roadway, surface water, wastewater or other infrastructure projects including Washington State regulatory requirements and/or design standards.
Ability to: Work directly and proactively with diverse community neighborhoods during all phases of project scoping, design and construction. Lead community outreach efforts by facilitating public meetings, responding to inquiries and preparing website information. Oversee and participate in the management of a comprehensive capital projects program. Review development plans and specifications. Develop or review project plans and specifications using AutoCAD Civil 3D and related software. Inspect work for completeness and proper work methods. Oversee City individual capital improvement projects. Prepare and review engineering estimates for a variety of projects, including design, administration and construction cost. Monitor and manage grant funding through internal and external reporting and records management and maintenance. Oversee, direct and coordinate the work of consultants and other project staff. Perform and/or prepare engineering calculations and design roadway and/or surface water type projects. Manage multiple complex capital projects under strict deadlines with limited direction. Work independently or within a team. Lead a team including establishing accountabilities and obtaining results from individuals from different workgroups. Interpret and apply Federal, State and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative, effective working relationships and work with colleagues to improve work practices and processes.
Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Five years managing and/or designing capital projects with at least three years at the project manager level.
Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in engineering, planning, architecture, construction management or a related field.
License or Certificate: Required: Registration as a Professional Engineer in the State of Washington or certification as a Project Management Professional (PMP) by the Project Management Institute or ability to obtain one within 6 months of hire. Valid state-issued driver's license
