SUMMARY:
*Please note this is a contract position that may become a regular full-time position in 2019.
Under general supervision, conducts environmental inspections of private and public stormwater conveyance systems and infrastructure, and erosion control assessments of private and public construction sites for compliance with federal, state and local guidelines, ordinances, rules and regulations; provides educational services on environmental aspects of stormwater; responds to citizen complaints, spills, illicit discharges; performs technical work to assist in the protection of the city of Thornton's stormwater conveyance system; assists in implementation of Thornton's Stormwater Program.
Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience. Level and starting salary will depend upon the successful candidate's education, knowledge, training, experience, and certifications.
Stormwater Technician I: Under general supervision, this is the entry-level class in the Stormwater Technician series. Incumbents entering the class have limited directly related work experience. The Stormwater Technician I class is distinguished from level II by the performance of less than the full range of duties assigned to level II. Generally, work is observed and reviewed both during performance and upon completion.
Stormwater Technician II: Under direction, this is the journey-level class in the Stormwater Technician series. Incumbents assigned to this class are expected to perform the full range of work assigned to this class and to work with considerable independence and initiative.
ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. - Assists in developing and implementing the Thornton's Stormwater Program in order to meet the requirements set forth by the City's Municipal Separate Storm Sewer System (MS4) permit and its six minimum control measures.
- Performs routine inspections of public and private stormwater infrastructure (channels, creek and ponds); inspects commercial, industrial, residential and linear construction projects to determine implementation of the approved stormwater management plan (SWMP) (narrative and design drawings), as well as proper installation of stormwater control measures associated with the control of pollution and impact to stormwater discharges from construction activities.
- Performs erosion control inspections and compliance assistance services of temporary water quality and control measures, evaluating the performance of the temporary and permanent water quality control measures.
- Inspects municipal operations facilities preparing inspection reports and providing recommendations for improvements.
- Maintains database and records of all inspections, reports and active sites working toward achieving final site stabilization.
- Completes appropriate reports and coordinates with the Stormwater Coordinator regarding enforcement actions, findings and documentation.
- Explains and enforces city standards, specifications, plans and ordinances.
- Responds to spills, sanitary sewer overflows, and illicit discharges that threaten stormwater conveyances; provides environmental education and information to city employees, citizens, and other interested parties; collects and provides data; and performs additional duties as assigned.
- Attend pre-construction meetings; meet with contractors, developers and utility companies concerning current and future projects.
- May perform other duties as assigned.
QUALIFICATIONS: Education/Experience:
Stormwater Technician I: High school diploma or GED, supplemented by course work in Civil or Environmental Engineering or other engineering discipline. Equivalent combination of education and experience may be considered.
Stormwater Technician II: Associates degree in Civil or Environmental Engineering, Physical or Biological Science or other related field. Two years' experience with stormwater or environmental compliance, engineering, or construction related experience. Equivalent combination of education and experience may be considered.
Licensing/Certification Requirements: Valid Colorado driver's license with a safe driving record. Certified Inspector in Sediment and Erosion Control, or ability to obtain certification within six months of employment.
