The development review coordinator reviews, evaluates, and coordinates responses to transportation impacts from proposed public and private development, land use, comprehensive plan amendments, and zone changes. This position identifies and recommends appropriate mitigation measures for the highway system. This persona also coordinates with the Region Access Management Program to ensure consistent implementation of the Statewide Access Management Program.

• Lead the region development review process and coordinate the region grand/indenture of access process for all developments generating 250 average daily traffic volume (ADT) or greater and/or proposals that require a Transportation Impact Analysis.
• Receive all Local Land Use Actions and coordinate responses with area planner and district manager.
• Provide preliminary review of traffic-impact studies for proposed developments, land use actions and zone-changes, and recommend mitigation measures.
• Provide technical assistance to the district in evaluating access requests and recommend the appropriate action.
• Prepare permit findings for approval.
• Coordinate Technical Plan reviews.
• Conduct field investigations for access management and development review.
• Provide expert traffic engineering knowledge to internal and external stakeholders.
• Assist agency staff in presenting technical issues relating to traffic and access management in meetings with property owners, developers, local jurisdiction staff, local planning commission, city councils, elected officials, and other stakeholders. 
• Assist in developing process and organizational structure to review development proposals and to make access decisions.
• Assist in developing policy and administrative rules for access management and facility operations.
• Assist in developing the statewide training plan for access management.
• Provide technical expertise to corridor and systems planning activities.

Minimum Qualifications:
A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering.
 
Note: If registered in another state, successful applicants will be required to obtain comity within six months of hire.
 
Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

• Experience reviewing and commenting on land use notices or development proposals or other technical or official documents or submissions.
• Experience in the development review process, including the ability to effectively communicate and negotiate for your party's interest throughout this process.
• Experience using administrative rules, technical guidance, and standards to create a report that includes findings and conclusions.
• Demonstrated time management skills.
• Experience interpreting and applying Oregon Administrative Rules, particularly Division 51.

 
Working Conditions:

• Work is primarily performed in an office environment using a computer 50% of the time.
• Frequent regional travel required including occasional overnight travel.
• This position represents the department in public forums and must occasionally make presentations to unreceptive audiences and/or discuss an unpopular department policy or decision to internal and/or external stakeholders.
• Field work may involve working along the roadside near high-speed traffic.
