**Open until filled with a first review date of November 6, 2017** Under general supervision, oversees and supervises assigned staff in the Capital Improvement Program (CIP) work group for the City of Yuma's Engineering Department; leads development and delivery of the City's CIP; reviews CIP projects for compliance enforcement of engineering standards, policies and ordinances. Essential duties and responsibilities may include, but are not limited to, the following:
MINIMUM QUALIFICATIONS Education, Training and Experience Guidelines Knowledge of:City policies and procedures.Engineering methods and practices for project planning, designs, technical plans, specifications, estimates, and reports for engineering/architecture and infrastructure improvement projects.Principles of design, construction and maintenance of public works projects, including conceptual design, project scoping, engineering/architectural design, environmental assessment, and right-of-way.Federal and State regulations governing public works projects, including Davis–Bacon Act.Principles and practices of government program, project, contract, and budget management.Principles of record keeping and records management.Principles and practices of public sector administrative management, including performance management, personnel rules, accounting, budgeting, procurement, and contract management.Techniques and practices for efficient and cost effective management of resources.Environmental laws and regulations as they pertain to public works construction. Skill in:Interpreting and applying technical standards and procedures, Federal and state rules and regulations, and City policies and procedures governing engineering and architectural functions.Managing and coordinating a multi-year program consisting of the planning, design, and construction of public works projects.Reading and evaluating engineering and architectural plans and technical schematics, collecting and analyzing data, and performing mathematical and statistical calculations.Analyzing and evaluating technical data and construction documentation. Applying engineering theory and skills to solve infrastructure project issues and problems.Negotiating and managing design and construction contracts.Managing staff, delegating tasks and authority, and coaching to improve staff performance.Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies.Assessing and prioritizing multiple tasks, projects and demands.Operating a personal computer utilizing standard and specialized software, including GIS and other specialized software applications used in planning, mapping, and statistical analysis.Communicating effectively verbally and in writing.
