The City of Salem is seeking Candidates for an Engineering Program Manager and Assistant City Engineer. The City of Salem is the state capital of Oregon and is located in the heart of the Willamette Valley between the Coast and Cascade Mountain ranges. Salem is within a one-hour drive of the beautiful Oregon Coast, Cascade Mountains, and downtown Portland. The area offers wonderful opportunities for year-around activities including sports, outdoor events, art, culture, and education. The City operates under a Council/Manager form of government and offers a fast-paced, welcoming, progressive environment. The Engineering Division is charged with delivering the CIP is currently working on a wide variety of capital improvement projects including: water distribution facilities, wastewater collection and treatment facilities, pump stations, reservoirs, drainage facilities, parks, airport facilities, streets, bridges, traffic signals, water transmission lines, and urban development projects. The Engineer IV is distinguished from the Engineer V by the complexity of assignments and span of control. Assistant City Engineer (Engineer V): This is an advanced professional and administrative position reporting to the City Engineer and directing and managing a Project Management Group responsible for delivering an aggressive capital improvement programs. The work entails supervising and managing professional and technical staff utilizing a combination of staff and consulting services to design and construct municipal infrastructure projects; developing and monitoring program and project budgets; providing supervision and leadership to project managers; implementing and managing policies and procedures; developing strong project management practices; monitoring projects; pro-actively identifying and resolving project challenges and obstacles; overseeing and participating in consultant selection, preparing reports and recommendations; coordinating project activities with other divisions within Public Works and other City Departments, government agencies, private utility companies and the general public; and performing other related work. This position is responsible for providing leadership to assure the delivery of a quality constructed Municipal Capital Improvement Program. Engineering Program Manager (Engineer IV): The Engineering Program manager position performs a full range of civil engineering project or program development; manages multiple projects and/or programs with administrative responsibility through the design and construction phases and/or quality control and assurance over activities managed by engineers at lower levels. Engineering Program Manager manages a engineering project team, and is directly involved in projects that have community wide impact such as large capital improvement projects. The position prepares, recommends, and maintains accountability for budget planning and monitoring for an engineering section or minor division. The Engineering Program Manager is responsible for planning and delivering multiple capital improvement programs. The programs and projects to be managed are complex in nature, and require well-planned funding strategies that use general obligation bonds, system development charges, urban renewal funding, utility rates, grants, loans, federal, and state monies. This key individual will take a lead role in managing capital improvement programs; providing supervision and leadership to senior project managers and technical staff; managing capital improvement funds; developing guidelines and administrative procedures for project delivery; providing quality assurance over programs and projects; and managing special capital improvement projects as needed.
