The Capital Projects & Roadway Structures division of the Seattle Department of Transportation presents an exceptional leadership opportunity working with a team of professionals whose mission is to deliver a safe, reliable, efficient, and socially equitable transportation system that enhances Seattle's environment and economic vitality. Reporting to the Division Director, the Manager of Roadway Structures will manage the Bridge Operations, Structure Maintenance, and Asset Engineering groups, totaling 70 staff. The ideal candidate will manage an annual budget of approximately $14 million, as well as the operation and maintenance functions associated with $5.2 billion of asset inventory, to include condition assessment, program maintenance, and capital rehabilitation and replacements. In addition, the Manager of Roadway Structures will manage compliance with federal law associated with the National Bridge Inspection Standards and moveable bridge operations.
Job Responsibilities
- Provide management and leadership to approximately 70 subordinate employees
- Manage transportation assets that pose significant public safety risk should a failure occur
- Ensure public safety through management of four SDOT asset groups – bridges, retaining walls, stairways, and areaways
- Manage an annual operation and maintenance budget
- Manage four movable bridges in compliance with the Coast Guard and federal regulations; ensure compliance with National Bridge Inspection Standards
- Maintain asset condition evaluation to insure public safety
- Provide management and leadership to professional and technical staff in compliance with Union contracts, consisting of seven different employee unions
- Represent the City and SDOT in litigation associated with the Roadway Structures asset group
- Make presentations to the Mayor, Council, and other executive positions within the City
- Manage and prepare for emergency response functions associated with Roadway Structure assets
- Support department goals in promoting diversity and social justice

Required Qualifications:
- Bachelor's degree in engineering, public administration, transportation planning, urban planning, Project Management, Business Administration, Construction, or related field
- Ten years of progressively responsible experience successfully leading an infrastructure organization with staff consisting of diverse skill sets including engineering, technical, and skilled crafts
- Five years of supervisory or management experience
- Ability to effectively work in a multicultural workplace with a diverse customer base
Other combinations of education, training, and/or experience that provide an equivalent background required to perform the work of the class may be evaluated on an individual basis for comparability.
Required Certifications/Licenses: Current Washington State driver's license or evidence of equivalent mobility.
Desired Qualifications:
- An advanced degree in engineering, public administration, transportation planning, urban planning, Project Management, Business Administration, Construction, or related field
- Experience working with transportation infrastructure including bridges, retaining walls, stairways and areaways
- Registration as a Professional Engineer, preferably in the state of Washington
- Experience managing staff represented by bargaining agreements
- Superlative verbal and written communication skills
- Ability to handle sensitive issues with diplomacy and poise
- Knowledge of public sector organizational practices
- Ability to effectively adapt to changing conditions as they arise
- Ability to provide performance management through feedback and coaching and address performance issues in a timely and responsible manner and effectively recognizes high performers
- Ability to support the development of employees that results in enhanced performance while creating and maintaining a work environment that builds talent to ensure the continuity of leadership for the organization
- Exhibit a high level of management and personnel expertise
- Multilingual
Work Environment/Physical Demands: Most work will be performed in a normal City office environment.
