The Position The Director has the fundamental responsibilities for the condition of all the city rights of way, vehicular equipment and facilities - both in service to other agencies and for the public directly. The activities are a mixture of facilities, management, and public services related to the physical environment of the city. The Director is responsible for providing a potable water supply to the residents of Monterey Park in accordance with accepted standards and appropriate laws, regulations, and agreements. The Director keeps informed of developments and problems within the city administration. The Director confers with other departmental management on interactive policy or financial matters. This individual volunteers in the community and motivates staff to do the same, attends meetings of community organizations upon request or need and maintains contact with professional practice organizations and associations. Professional involvements are primarily directed toward professional practice updating. This position is unique in that results are highly visible on a continuing basis. The Public Works Director requires a background in public or business administration, public relations, supervisory practices as well a water background in hydraulics, water treatment, public works construction and maintenance and related fields. Formulates long range Street and Water Capital Improvement Programs including plans for future expansion of the water system and for the replacement of worn-out or obsolete water, facilities.

This individual needs to be an energetic, hands on, forward thinking innovator with excellent communication, interpersonal and listening skills who is able to motivate and develop staff to their full potential. The Director is an integral, participative member of the City’s Executive Management team who will work closely with the City Council, City Manager and Department Directors. The new Director of Public Works will dedicate attention to achieving specific strategic plan objectives, building staff cohesiveness and morale, and maintain continual dedication to providing exemplary municipal services to residents, businesses and visitors. The ideal candidate is a skilled leader who creates a sense of unity through shared common vision. Candidates must have five years of professional and managerial experience involving the design, construction, maintenance or operation of a variety of public works. Graduation from an accredited four-year college or university with major course work in public administration, civil or mechanical engineering or a related field is required. A Masters degree is desirable. A Certificate of Registration as a Civil Engineer (PE) either issued by the State of California or by a state having a reciprocal credential system is desirable.
The Community The gateway to the San Gabriel Valley, Monterey Park is located six miles east of the Los Angeles Civic Center and encompasses an area of 7.73 square miles, with approximately 62,000 residents. Development within the City consists primarily of residential neighborhoods, balanced by commercial facilities and a new 42 acre, 500,000 square feet regional shopping center called the Market Place. Only a few minutes away are mountains, major sport event facilities, and cultural attractions. The educational opportunities, from kindergarten to university, present some of the best in Los Angeles County; East Los Angeles College is located within the City limits and California State University of Los Angeles is located on Monterey Park’s northern boundary. The City contains two hospitals, 14 parks and facilities, baseball diamonds, tennis courts, gymnasiums, swimming pools and a golf course. Residents can enjoy a variety of authentic culinary delights from over 100 restaurants and shopping in the many multi-cultural specialty stores. Incorporated on May 29, 1916, Monterey Park is a city that combines a century of history and tradition with a modern approach to business, neighborhoods, people, and community. The City of Monterey Park is full-service, providing the community its own fire, police, library, parks and recreation, water services, and infrastructure maintenance. As one of the most diverse and community-oriented cities in Los Angeles County, Monterey Park hosts numerous cultural, educational, and festive programs.
The Government The City Council is the legislative and policy-making body for the City of Monterey Park. The Council Members are elected at-large for four-year, overlapping terms of office. The Mayor, who is selected during each Council re-organization, presides over all Council meets and is the ceremonial head of the City for official functions. The City Council is responsible to the electorate for keeping pace with changing community needs; for establishing the quality of municipal services and the community environment; for promoting confidence in local government through open conduct of public affairs; and for encouraging constructive citizen participation. The Council determines service level and revenue obligations through the adoption of an annual budget; authorizes City contracts and expenditures; establishes municipal service goals and operating policies; and adopts such regulatory measures as may be necessary to establish community protection. The 2017/18 General Fund Budget is $41,000,000 and the City employs approximately 481 FTE’s.
The Public Works Department The Public Works Department is responsible for providing and maintaining the City's infrastructure in a manner that ensures the health, safety, and welfare of the City's residents and visitors. This includes the planning, design, construction, maintenance and operations of public land, including parks, roadways, sidewalks, sewers and storm drains; public buildings and structures; water production, storage and delivery facilities; and the repair and maintenance of City vehicles and equipment. The Public Works Department is made up of four divisions (Engineering, Water Utility, Maintenance Services and Parks) with 70 employees.
