PUBLIC WORKS DEPARTMENT The Public Works Department’s mission is to provide the community with the sustainable foundation to thrive by delivering quality services and public infrastructure through efficient and fiscally responsible practices. The Department is divided into seven functional areas: Administration, Engineering Services, Facilities and Energy Management, Fleet Management, Streets Operations and Infrastructure Management, Transportation Planning and Parking, and Water Resources. The Public Works Department responsibilities include the planning, design, construction, and management of the Capital Improvement Program projects, transportation system, city streets, public drainage, street lights, traffic signals, city buildings, and other city infrastructure facilities. Public Works also ensures safe treatment and reliable distribution of high quality water and the collection and treatment of wastewater. Public Works manages the maintenance and replacement services for the city’s fleet and buildings. CITY GOVERNMENT The City of Santa Barbara is managed by the Council / City Administrator form of government. City government services are provided by ten departments: Administrative Services, Airport, Community Development, Finance, Fire, Library, Parks and Recreation, Police, Public Works, and Waterfront. The City Administrator is also the appointed City Clerk / Treasurer. The City of Santa Barbara has 1,034.5 full-time equivalent employees, a $318 million operating budget and a combined capital budget totaling $33 million for fiscal year 2018, with over 1,500 regular and hourly employees. The City of Santa Barbara City Council consists of six councilmembers elected by district, and the Mayor, who is elected at large. The City is led by a City Administrator and a City Attorney who report to the City Council. Santa Barbara serves as the county seat as well as the county’s financial and retail center. Research and development, high tech, and light-industry business plays an important role in Santa Barbara’s economy. Year-round tourism also produces jobs and revenue to the City. THE POSITION The position is one of three Principal Engineer positions within the Public Works Department, Engineering Division. The Engineering Division is comprised of 3 Principal Engineers, 6 Supervising Engineers, as well as a number of Project Engineers, and technical and administrative staff level positions. The Engineering Division performs the following functions as a service to other divisions and departments: Streets Design, Water Resources Design, Construction Management and Inspection, Airport Engineering, Land Development Engineering, and Real Property Services. The position reports to the City Engineer and is responsible for managing the Streets Design and Construction section. Streets Design staff perform civil engineering design work for Streets Capital Improvement projects including public infrastructure improvements, and maintenance and repair. Staff regularly provide support to the Streets Operations & Infrastructure Division, the Transportation & Parking Division, as well as the Creeks Division. Responsibilities include developing and managing budgets for each project, manage grant funding, monitoring and managing staff productivity, and developing good customer service. Additional responsibilities include training for both Design and Construction staff, managing the Highway Bridge Replacement program including consultant design and construction management. THE IDEAL CANDIDATE The ideal candidate will possess a combination of technical engineering and excellent managerial and communications skills; the candidate must be an exceptional leader with experience motivating and directing the activities of multiple professional staff. The ideal candidate will be analytical and detail oriented, yet balanced by a collaborative approach that fosters excellent working relationships with City management, division staff, and all other project stakeholders. The ideal candidate will also have experience in municipal government, including broad oversight of project planning, engineering design, construction and development, surveying, inspection, and real property management functions. The candidate must possess strong writing skills, and have the ability to present complex project information in an understandable and effective manner. THE IDEAL CANDIDATE WILL BE ABLE TO:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a college or university with a Bachelor’s degree in Civil Engineering, Public Administration, or a closely related field; and at least six years of progressively responsible experience civil engineering preferably in a governmental agency; or an equivalent combination of training and experience. Registration as a Professional Civil Engineer in the State of California is required.
