THE CITY: San Clemente, incorporated in 1928, is a general law city operating under the Council-Manager form of government. The city is a popular southern Orange County beach community which enjoys a year-round moderate climate averaging 70 degrees and is centrally located between Los Angeles and San Diego. The city is 18.45 square miles in area and has a current population of approximately 65,500. The City has approximately 186 full-time employees.
DEFINITION: The beautiful Southern California coastal City of San Clemente is seeking a qualified individual to serve as Senior Civil Engineer - Traffic within the City's Public Works Department to perform complex professional engineering work involving traffic engineering. The Senior Civil Engineer – Traffic will prepare engineering plans and specifications; act as a project manager on assigned projects; and perform a variety of technical tasks relative to assigned areas of responsibility. The position will be required to attend evening meetings as needed.
SUPERVISION RECEIVED AND EXERCISED: Receives direction from the Transportation Engineering Manager and Public Works Director/City Engineer. Exercises functional and technical supervision over professional and technical staff.
Knowledge of:
- Principles and practices of civil engineering.
- Principles and practices of traffic and transportation engineering.
- Land use planning methods and techniques as it relates to transportation systems.
- Terminology, methods, practices, and techniques used in technical engineering report preparation.
- Principles of mathematics as applied to engineering work.
- Recent developments, current literature, and sources of information regarding civil and traffic engineering.
- Construction principles and practices.
- Pertinent Federal, state, and local laws, codes, and regulations.
- Modern office procedures, methods, and computer equipment.
Ability to:
- Develop, review and modify complex civil or traffic engineering plans, designs, and specifications.
- Manage multiple engineering projects.
- Ensure project compliance with appropriate Federal, state, and local laws, codes and regulations.
- Perform technical research and solve multi-disciplinary engineering problems.
- Exercise professional engineering judgment to achieve results consistent with objectives.
- Prepare and maintain technical civil engineering records and prepare complex comprehensive reports.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain cooperative working relationships with those contacted in the course of work.
- Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
- Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience:
- Five years of increasingly responsible Civil Engineering or Traffic Engineering experience, including one year of lead supervisory responsibility. Due to the specific needs of the department, candidates with public agency (local government) experience will be given first consideration.
Training:
- Equivalent to a Bachelors degree from an accredited college or university with major course work in Civil Engineering, Traffic Engineering or a closely related field.
License or Certificate:
- Possession of an appropriate, valid California class "C" driver's license.
- Possession of an appropriate, valid Certificate of Registration as a Professional Civil Engineer (P.E.) in the State of California.
- Registration as a California Traffic Engineer (T.E.), or as a Professional Traffic Operations Engineer (PTOE) is desirable.
Examples of Duties:
- Perform complex professional civil engineering functions on traffic engineering projects; review the scope of work; perform engineering calculations to evaluate costs.
- Serve as project manager on multiple large and complex engineering projects; administer consultant and construction contractor contracts; review work to ensure compliance with specifications; recommend change orders; maintain records and process budgetary expenditures.
- Prepare requests for proposals for design projects; prepare specifications, cost estimates and contracts; coordinate the bidding and contract acceptance process; participate in the selection of consultants; prepare and present staff reports to the Council and other Boards and Commissions, as necessary.
- Provide information and support to developers, builders, contractors and the general public pertaining to City engineering policies and procedures.
- Exercise professional engineering judgment in accordance with currently accepted practices of civil engineering or traffic engineering, and appropriate laws and codes.
- Prepare engineering designs, specifications, costs and quantity estimates for public work projects; obtain required easements or permits.
- Prepare and/or review the adequacy and accuracy of computations, preliminary layout and design work from field and survey data.
- Coordinate and conduct a variety of complex engineering traffic studies; analyze and evaluate traffic accident data; maintain traffic counts and prepare speed surveys; administer the Traffic Circulation Model; evaluate intersection operations, layouts, and corridor signal timing; review and evaluate traffic plans; ensure compliance with applicable codes and guidelines; and recommend improvements.
- Provide Traffic Signal input via central traffic management system and manage Intelligent Transportation System (ITS) network configurations;
- Manage the City's Traffic Calming Program, including update of the Traffic Calming Manual;
- Review development and other traffic-related standards, codes and policies, and recommend modifications or new policies as appropriate.
- Collaborate and confer with developers; review and evaluate traffic plans; determine impact to traffic in the City; recommend modifications or approve, as appropriate.
- Administer the Pavement Management System Program; prioritize street improvement projects.
- Review City street improvement plans; prepare grant applications; ensure compliance with established guidelines.
- Coordinate with other departments and divisions regarding traffic plans; review all traffic reports; make recommendations.
