The City of Portland Bureau of Environmental Services (BES) is seeking candidates for two Senior Engineer positions in the Design Services Division. BES manages wastewater and stormwater infrastructure to protect public health and the environment, and is a mission driven, high performing organization leading the city in preserving and protecting the health of Portland's watersheds. The Design Division is within the Engineering Services Group, and provides engineering services for the BES Capital Improvement Program, which delivers $80-$120M in asset improvements to sanitary, stormwater, treatment and surface water systems each year. Senior Engineers supervise and participate in the most complex engineering projects and analyses. These positions provide research, plans and designs for a variety of water resource programs designed to promote clean rivers. They exercise independent judgment and initiative in planning, scheduling, assigning and coordinating the work with other units and external consulting engineers or contractors. Senior Engineers may lead in-house design and/or serve as project managers on public works design and construction projects. They plan, direct and evaluate the work of professional and technical staff, consultants and contractors. Other responsibilities may include preparing complex project workplans and cost estimates, reviewing drawings and specifications for compliance with City standards, interpreting specifications and City engineering policies, and sealing final plans. Senior Engineers may prepare RFPs and hire consultants; provide leadership and participate in programs and activities that promote workplace diversity and a positive employee relations environment; and analyze work-flow and process management.
The following minimum qualifications are required for this position: 1. Knowledge of engineering theory, principles, practices, materials, costs, construction techniques, current trends, regulations, standards and equipment applicable to the area of specialization. 2. Engineering contract administration, planning, organization principles, program planning and project management principles and techniques. 3. Experience managing budget, cost control and administrative practices and policies. 4. Experience planning, assigning, supervising and coordinating the work of field, professional and technical subordinates. 5. Experience preparing, reviewing, approving and interpreting engineering plans and specifications. 6. Experience communicating scientific and technical matters to non-technical individuals, including policymakers and the public.
