Located in beautiful Central Florida, Sumter County is seeking an experienced and talented Public Works Director to assist in overseeing and managing the design, construction and maintenance of infrastructure and other important public services for one of the fastest growing counties in Florida. Sumter County has a population of approximately 124,000 and is comprised of five municipalities. The Villages®, a master planned and age restricted community is considered a premier adult retirement development and one of the fastest growing developments in the country. The county is recognized as “Florida’s Crossroads” because of its central location as a transportation hub for highways and rail, and its close access to international airports and other cultural and recreational amenities located an hour away in Orlando and Tampa. This community is also blessed with an outstanding quality of life that includes a low cost of living index and mild winters that average 72 degrees! Other amenities include outstanding shopping and great recreational opportunities at various parks, trails and lakes, including Lake Panasoffkee, a 10,000-acre lake known for its exceptional birdwatching, biking, horseback riding, fishing and hunting. The Sumter County Board of County Commissioners is the legislative and governing body for the county and has a long-standing reputation for supporting a professionally operated and innovative local government. Comprised of five members elected at-large to four-year staggered terms, the Board selects a Chair from among its members annually. The County Administrator is appointed by the Board and serves as Chief Administrative Officer for the county. The Public Works Director reports directly to the County Administrator and is responsible for overseeing a $23M annual operating budget and 68 employees, plus a variety of important operations and contract services. The Public Works Director is responsible for overseeing the engineering, design, and maintenance of roads, bridges, traffic flow and signalization, storm water, and all other related transportation infrastructure. Additional operations and maintenance assigned to the department include county facilities, parks and recreation, fleet operations, animal services and mosquito control. Contracted services include the county’s traffic signal operations, large vehicle maintenance, transit, and solid waste services. The department has developed an outstanding reputation, achieving the coveted American Public Works Association (APWA) Accreditation in 2015 (one of only five county agencies in Florida). The county seeks an experienced and knowledgeable public works professional that possesses exceptional leadership and communication skills, a demonstrated track record in project management, and a focus on the customer and continuous improvement. The ability to establish a strong working relationship with members of the county’s leadership team, developers, residents, and with the various municipalities located in Sumter County is important. The Public Works Director must be a team player and collaborator with other departments and outside agencies, including the Florida Department of Transportation. Participation with the Florida Association of County Engineers, APWA, and knowledge about APWA Accreditation, and Florida Green Book Standards is desired, but not required. A history of effective service delivery, creative problem solving, and the ability to make public presentations on capital improvements is essential. Experience in preparing and managing operating and capital budgets, and a willingness to embrace new technologies to better serve the public is highly desirable. A strong technical background in a variety of specialty areas such as traffic or transportation engineering, storm water, or other service related areas will also be an advantage. A Bachelor’s Degree in Engineering (or related field) is required, and a Master’s Degree in Engineering (or related field) is preferred, plus eight (8) years’ experience in the field of Public Works, with at least three (3) years as a supervisor. The selected candidate must be a registered Professional Engineer (P.E.) in Florida, or have an ability to obtain registration within six months, and possess (or able to obtain) a valid Florida Driver’s License with a good driving record. The selected candidate must reside in Sumter County and become certified in the National Incident Management System (NIMS) within one-year of employment.
