City of Oxnard Assistant Public Works Director (Two Positions) Located on the beautiful Southern California coast, the City of Oxnard is the largest and most populous city in the County of Ventura with over 200,000 residents. Nestled about 60 miles northwest of Los Angeles and 35 miles south of Santa Barbara, Oxnard prides itself on its rich diversity and culture. Although agriculture remains a major industry, Oxnard enjoys an expanding economy based on a healthy combination of agriculture, commercial and manufacturing development, tourism, and the U.S. Navy. Oxnard is a full-service city operating under the council-manager form of government. The City Council consists of an elected Mayor holding a two-year term and four council members elected at large for four-year overlapping terms. Also directly elected are the City Clerk and City Treasurer. Reporting to the Public Works Director, the two Assistant Public Works Directors will direct one of two areas: 1. Water, Wastewater, Storm Water, Recycled Water, and Environmental Resources. 2. Parks, Trees, Medians, Fleet, Facilities Maintenance, Golf Course, Graffiti. These positions plan, manage, and oversee specific activities and operations of the Public Works Department including engineering, field operations, and safety functions. The Assistant Public Works Directors coordinate assigned activities with other City departments and outside agencies and perform responsible and complex administrative services and support functions. This position provides City-wide direction in areas of policy and planning for growth, and development and maintenance of infrastructure. Each position has five direct reports and various functions. The ideal candidate is a strong leader and effective communicator who possesses broad experience in public works. As these positions interact with a variety of internal and external stakeholders, exceptional interpersonal skills are of the utmost importance. The successful candidates will have a proven history and the ability to effectively implement projects and supervise staff with a fair and positive management style, and will be flexible and creative in his/her approach to working with Public Works’ multiple customers in coming up with the best possible solutions. The ideal candidate will enjoy working collaboratively and be a team builder; professional who encourages ideas and can build consensus while completing capital improvement projects. Candidates with a talent in change management and staff development are essential. A Bachelor’s degree from a four-year accredited college or university in Engineering, Business Administration, Construction Management, Public Administration, or related field and five to seven (5-7) years of experience in public works/engineering and field operations leadership is required. A Master’s degree is desirable. Experience in the public sector is highly desirable.
