DEFINITION: The beautiful Southern California coastal City of San Clemente is seeking a qualified individual to serve as Assistant Civil Engineer-Capital Improvement Program (CIP) The incumbent will be responsible for capital project management and design from project inception through construction and ensure the delivery of capital projects within schedule and budget. Primary responsibilities will be to evaluate, scope and budget new projects, manage City staff and consulting engineers, negotiate design contracts and change orders, design contracts, obtain easements, and meet with groups of stakeholders from various departments to ensure projects meet all applicable City requirements. The individual will also prepare environmental documentation and meet with environmental regulatory agencies to obtain project approvals from agencies such as the California Coastal Commission and the Regional Water Quality Control Board.
SUPERVISION RECEIVED AND EXERCISED: Receives direction from assigned higher level staff.
Experience:
- Three years of responsible Civil Engineering experience in Capital Improvement Projects. Experience in project management and design for a broad range of projects such as water, sewer, storm drain, buildings and parks is desirable. Public agency experience is also desirable.
Training:
- Equivalent to a Bachelors degree from and accredited college or university with major course work in Civil Engineering.
License or Certificate:
- Possession of an appropriate, valid California class "C" driver's license.
- Possession of an appropriate, valid Certificate of Registration as a professional civil engineer in the State of California at the time of applying.
Knowledge of:
- Principles and practices of civil engineering and public works construction.
- Water and sewer design and grading techniques.
- Pertinent Federal, State and local codes, laws and regulations.
- Ensure compliance on assigned projects.
- Terminology, mathematics, methods, practices and techniques used to prepare plans and specifications, develop technical reports and maintain civil engineering records and reports
- Modern office procedures, methods, and computer equipment.
- Recent developments, current literature, and sources of information regarding civil engineering.
Ability to:

EXAMPLES OF DUTIES
- Manage a variety of challenging multidisciplinary projects from budget inception through construction.
- Prepare plans, specifications, engineering design calculations, and cost estimates.
- Prepare Requests for Proposals and negotiate professional service contracts.
- Coordinate design and construction activities with City departments, other agencies, citizens, and regulatory agencies.
- Prepare and secure environmental permits.
- Obtain easements from individuals or groups such as Homeowners' Associations.
- Perform construction management activities and negotiate change orders.
- Advise and assist City departments and the general public on engineering related issues.
- Provide information on City policies and procedures related to engineering.
- Assist and implement as-needed emergency work to protect public health and safety.
- Review development projects, including plans, maps and supporting documents; establish conditions for improvement including off-site improvements and financial obligations.
- Conduct engineering studies on assigned projects; perform civil engineering cost analyses; prepare and/or review the adequacy and accuracy of computations, preliminary layouts and design work from field and survey data.
- Perform engineering design work, including researching data and determining design criteria in accordance with required standards and codes; prepare calculations, sketches, plans, specifications and estimates; develop designs either manually or using computer equipment.
- Assist in managing and administering capital improvement projects from design to completion; prepare designs and specifications; review the work of consultants and contractors; ensure compliance with specifications; recommend modifications; recommend processing of payments.
- Assist at the front counter; conduct plan reviews, including grading, street, sewer, water and storm drain projects; review applications and submittal; recommend modifications or approvals.
- Process tracts maps, parcel maps, abandonments, quit claims, lot line adjustments, lot merges, soil reports and related documents; ensure compliance with conditions of approval; prepare reports for finalizing documents; collect bonds, fees and deposits.
- Collaborate and confer with developers, engineers, architects and contracts; provide information on City policies and procedures related to engineering.
- Attend and participate in professional group meetings; stay abreast of trends and innovations in civil or traffic engineering.
- Conduct field inspections; ensure compliance with specifications.
