Plans, organizes, oversees, coordinates, and reviews the work of staff performing difficult and complex professional, technical, and administrative support related to all programs and activities of several Public Works Operations Divisions. Administers current and long-term planning activities and manages the effective use of the divisions' resources to improve organizational productivity and customer service. Provides complex and responsible support to the Director of Public Works and Assistant Director for Maintenance Operations in areas of expertise.
Receives administrative direction with significant impact from the Director of Public Works, Assistant Director for Maintenance Operations, or assigned supervisor. Exercises direct and general supervision over assigned staff. Manages complex work.

- Plans, manages, and oversees the daily functions, operations, and activities of several Public Works Divisions, including a combination of areas such as streets, stormwater and drainage, parks, facilities, fleet, special districts, warehouse operations, and GIS/Cartegraph asset management programs.
- Manages and oversees several public works programs, such as right-of-way concrete, annual asphalt, street sign replacement, stormwater and other public works maintenance programs, capital vehicle and equipment purchases, and capital facilities projects, including in-house supervision, planning, estimating, and contract development and execution.
- Participates in the development and implementation of goals, objectives, policies, and priorities for several Public Works Operations Divisions; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
- Participates in the development of division budgets; oversees and performs ongoing administration of division budgets; presents division's budget to appointed review committee.
- Develops and standardizes procedures and methods to improve and continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends changes to the Director and Assistant Director for Maintenance Operations.
- Directs and coordinates the work plan for the assigned divisions; meets with staff to identify and resolve problems; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures.
- Participates in the selection of, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues in coordination with Human Resources; implements discipline and termination procedures.
- Prioritizes and allocates available resources; reviews and evaluates service delivery, makes recommendations for improvement and ensures maximum effective service provision.
- Manages and administers stormwater/flood control maintenance programs, including developing and maintaining inter-agency relationships, securing necessary environmental agency permits and ensuring permit; represents the City and the department at applicable regional National Pollutant Discharge Elimination System (NPDES) meetings.
- Develops and reviews staff reports related to assigned public works maintenance and operations activities and services; presents reports to various commissions, committees, and boards.
- Provides highly complex staff assistance to the Director of Public Works and Assistant Director for Maintenance Operations; prepares and presents staff reports and other necessary correspondence.
- Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned programs, policies, and procedures, as appropriate.
- Develops and implements annual public works maintenance and operations plans, as well as operational policies and standards.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works operations and maintenance; researches emerging products and enhancements and their applicability to City needs.
- Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
- Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.
- Performs other duties as assigned.
Minimum Requirements/License or Certificates Required: |
Experience Six years of responsible professional public works operations and maintenance experience with three years of supervisory, management, and/or administrative experience.
Education/Training
A Bachelor's Degree or equivalent education (i.e., minimum completed California units = 120 semester/180 quarter) from an accredited educational institution with major coursework in engineering, public or business administration, or a related field.
Licenses and Certifications A valid class C driver's license or the ability to arrange alternate and timely means of transportation in the performance of assigned duties.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in and around City streets, stormwater, drainage, facilities, fleet shop and related facilities and City project sites. Must have strength, stamina, and mobility to perform light to medium physical work, to work in confined spaces, around machines, to climb and descend ladders, to operate varied hand and power tools and equipment as well as to operate a motor vehicle and to visit various City and meeting sites. Requires vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. This classification does include sedentary office work, and standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, pull and climb to perform work at and inspect work sites as well as to meet the demands of an office environment. Employees push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.
Environmental Elements
Employees primarily work in an office environment and also partly work in and around public works facilities and systems and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
Working Conditions
Required to be on-call and to work various shifts or emergencies on evenings, weekends, and holidays including fulfilling the duties of Disaster Service Worker as required.
