JOB SUMMARY: This position administers the Engineering Division and supervises the work of Engineering Division personnel. This position is responsible for the planning and the implementation of the Village’s Capital Improvement Program, assists the Director in administering the activities of the department, performs professional engineering tasks, and attends meetings and conferences in the absence of, or at the direction of, the Director. JOB DUTIES: Supervises the daily operation of the Engineering Division, including activities of Senior Civil Engineers, Civil Engineers, Engineering Field Inspectors, Technicians, Interns and part time labor; Assigns specific work activities. Plans and directs the implementation of various public improvement projects, including preparing engineering plans and bidding documents. Coordinates the work of Engineering Field Personnel who manage and inspect various private and public projects for compliance with regulatory standards. Assists various divisions in the coordination and preparation of short and long range infrastructure management planning for village owned infrastructure and recommends these plans for inclusion into the annual Capital Improvement Program. Coordinates State, County and other agency public projects located in and adjacent to the village with representatives of these agencies. Responsible to manage the village’s Public Rights of way Ordinance including reviewing and issuing permits for public and private utility improvements within the village. Represents the village at the Northwest Municipal Conference Transportation Technical Committee and recommends transportation projects for potential federal funding to the Director. Recommends revisions of existing projects to the Director. Oversees the department’s GIS functions and assists various divisions in providing new and improved GIS applications for data collection and asset management analysis. Acts as Village Engineer when assigned by the Village Manager. Attends village committee and board meetings as required or as directed by the Director. Reviews land development plans, subdivisions or public improvement projects to insure compliance with standards. All duties performed by Senior Civil Engineers. Performs other duties as assigned. MINIMUM QUALIFICATIONS: Bachelor of Science Degree in Civil Engineering or related field. A minimum of five years of experience in the field of civil engineering, such as that gained with a municipal or private engineering firm or department, or as a contractor or consultant specializing in engineering for land development or public improvement projects. A minimum of three years of managerial experience coordinating a range of activities undertaken by others that involve directing, monitoring, and evaluating performance of staff and the responsibility of managing and implementing large capital projects. Licensed Professional Engineer by the State of Illinois. Possession of a valid driver’s license. Proficiency with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred within the first six months of employment. Considerable knowledge of civil engineering principles. Working knowledge of contract requirements and contract management. Working knowledge of construction methods, materials and techniques. Ability to make effective verbal and written presentations. Ability to establish good working relationships.
