What We Do The Public Works Department provides a variety of services related to the development, construction, inspection, improvement, and maintenance of the City's infrastructure. This infrastructure includes traffic lights, sidewalks, streetlights, and roadways. In addition, Public Works runs the following enterprise operations: Water, Solid Waste, Wastewater, Stormwater, Parking Operations, and Urban Forestry and Parks Maintenance.
What We're Looking For The City of Beverly Hills is seeking qualified candidates for two (2) Water System Supervisor positions. These positions are responsible for day-to-day operations of the City's 10 MGD drinking water system. Incumbents in these positions will be assigned to one of two areas of responsibility: Water Production/Treatment or Water Distribution. Incumbents in either position will rotate between the two assignments as needed. Incumbents in either position must have the ability to act as Chief Water System Operator and are subject to being on-call 24-hours due to the frequent need work at hours not regularly scheduled.
When assigned to Water Production/Treatment, the incumbent will supervise up to eight direct staff in the 24/7 management of the City's T-3 classified Reverse Osmosis Treatment plant and water deliveries from Metropolitan Water District; oversee water quality and quantity performance through staff and SCADA system; and support complex capital programs focused on treatment plant and water supply development.
When assigned to Water Distribution, the incumbent will supervise up to 19 field staff responsible for the delivery of high quality water to the City's customers on a daily basis. The city's D-4 classified system includes 13 pressure zones with 150 miles of water mains, 11 reservoirs, 10 pump stations and 50+ pressure control valves. This position manages all operation, maintenance and repairs of these systems through both staff and contract work.
Benefits This position represented by the City's Supervisors Association and is covered by the negotiated terms and conditions of that Association's Memorandum of Understanding (MOU). The City provides a generous compensation and benefits package, including CalPERS 2.5% @ 55 for classic members, $2,000/month towards health insurance (with option of up to $475/month as taxable cash), and a monthly contribution of $150 to an RHS account for retiree medical savings. Disaster Service Workers: All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
Major Duties:
Production/Treatment-related duties
- Oversees, participates in, and supervises the operation and repair of wells, storage reservoirs, water production system, treatment plant, booster pumps, and related systems including all mechanical, electrical and electronic control equipment.
- Serves as staff liaison to the California Department of Public Health Services, Environmental Protection Agency, and to other public regulatory and resource agencies, as assigned.
- Reviews, approves, and maintains imported water orders, well operations, reservoir levels, and fire flow storage to ensure adequate supply of water. Coordinates work with treatment plant section to optimize the local water production and water quality. Troubleshoots and recommends alternate transmission methods in emergency situations.
- Supervises water quality control and ensures proper water sample collection, testing, and treatment. Reviews and evaluates water quality data and determines proper treatment.
- Oversees, supervises, and monitors systems to ensure adequate water pressure, flow, and supply. Reviews, approves, and maintains imported water orders and monitors water treatment plant production to optimize local water production and water quality.
- Oversees, supervises, and assists in the operation, installation, and maintenance of the treatment plant's electrical, electronic control, telemetry equipment, and related systems and components.
Distribution-related duties:
- Oversees, prioritizes, supervises, and coordinates the operation and activities of staff engaged in the construction, installation, maintenance, and repair of the City's water distribution system.
- Prepares estimates and monitors job costs; prioritizes schedules and assigns work; determines procedures, requirements and initiates requisitions for materials, equipment and supplies necessary for job completion. Inspect job sites, checks work in progress for proper procedures and usage of resources; oversees and assists staff with difficult assignments, and emergencies, as needed.
- Develops, maintains, and reviews technical operating standards and procedures to ensure regulatory compliance and the effective delivery of quality water. Supervises staff engaged in pressure testing and disinfecting of water system mains, pipelines, services, hydrants, and related components.
- Supervises the water meter program; supervises the work of staff engaged in meter reading, installation, maintenance, repair, and testing.
- Develops, maintains, and implements a preventive maintenance plan. Maintains preventive maintenance records performed on water mains, hydrants, valves, meters and related components.
General duties:
- Participates in the development, planning, design, and construction of Capital Improvement Projects (CIP's). Provides technical advice, schedules, coordinates, and works closely with management, staff and consultants on project plans for new construction, system and facility improvements, and related projects.
- Serves as the water production and treatment plant Chief Operator as defined in California Code of Regulations, Title 22, Chapter 13, Operator Certification; assumes responsibility for regulatory and policy compliance and the effective operation and maintenance of the water production, treatment plant and distribution system.
- Supervises, monitors, and evaluates service and related contracts and monitors work and services to ensure compliance with contractual terms and conditions. Monitors contracted services to provide ongoing service and maintenance to the water systems and related components.
- Oversees the preparation of requisitions for supplies, materials, and equipment. Oversees the inventory of chemicals, parts, and materials and ensures that an adequate level of supplies is maintained.
- Participates in development of the budget for the division's section; monitors expenditures, recommends budgetary adjustments, maintains records, and implements budget control. Assists in the preparation of equipment specifications and recommends major capital purchases for the division.
- Establishes annual work plans and develops and monitors performance measures and other benchmarking metrics. Implements and participates in the development of policies and procedures and recommends process improvements.
- Utilizes the City work order / asset management system to plan, manage, analyze and improve work performance.
- Supervises, assigns, schedules, and reviews the work of staff. Selects, trains, and evaluates employee performance; and recommends appropriate personnel actions. Determines staff training needs; provides, recommends or coordinates staff development, certification programs, and relevant training programs and activities.
- Follows and ensures adherence to all applicable laws, codes, regulations and guidelines, including mandated federal, state and county regulation as they relate to municipal water systems. Follows and enforces operating policies and procedures and safety rules and regulations.
- Prepares and maintains a variety of reports. Maintains and oversees the maintenance of accurate and detailed records. Prepares and oversees the compilation of data for the preparation of comprehensive reports including technical and regulatory reports required by local, state, and federal agencies.
- Attends and participates in meetings, professional organizations and other public events. Stays abreast of new regulations, trends, and innovations in the water field. Recommends and participates in the incorporation of new developments into program areas, as appropriate.
- Responds to emergency situations during and after working hours, as assigned.
- Coordinates section activities with those of other divisions and outside agencies and organizations. Responds and resolves inquiries, problems, and complaints.
- Performs related duties, as assigned.
REQUIRED QUALIFICATIONS: Education, Training and Experience:
- An Associate's degree or 60 semester units or the equivalent of college-level coursework in water system technology, water treatment management or a closely related field.
- Combined six years of increasingly responsible experience in:
- the operation, construction, maintenance and repair of a water system, preferably a water treatment plant.Experience must include water production, treatment, quality control and plant maintenance and repair; and/or
- the operation, construction, maintenance, and repair of a domestic and non-potable water distribution system.
- At least two years of the required experience must have included supervisory and administrative experience.
- Alternate combinations of education/work experience that would provide the necessary competencies may be considered.
Licenses and Certifications: Must possess and maintain the following certifications:
- A valid California driver's license.
- A valid Class B Endorsement within 6 months of hire date.
- A valid State of California Department of Public Health Services issued Grade T-3 Water Treatment Operator Certificate (or higher)
- Applicants with a minimum of a Grade T-2 may be considered at time of application; however a T-3 is required within 12 months of hire.
- A valid State of California Department of Public Health Services issued Grade D-4 Water Distribution Certificate (or higher)
- Applicants with a minimum of a Grade D-3 may be considered at time of application; however, a D-4 will be required within 12 months of hire.
