THE POSITION Under general direction, plans, organizes and supervises the activities and staff responsible for performing a wide variety of duties in the maintenance, repair, modification and procurement of City vehicles and equipment, including supervision, oversight, and coordination of the Fleet Maintenance Management program. The incumbent may be required to work stand-by on a rotational basis and report to work on a callback basis as needed. Incumbents must be able to respond within a 45-minute time frame. Plans, organizes, and coordinates the work of staff; inspects and evaluates work in progress. Recruits, selects, supervises, trains, and evaluates the performance of assigned staff; establishes performance requirements and develops personnel, monitors performance and provides coaching for performance improvement and development; participates in the progressive disciplinary process as is appropriate; provides safety training for staff; assists in resolving grievances; administers City policies. Provides technical assistance to staff; resolves a variety of routine personnel administrative matters; interprets City personnel and MOU provisions as necessary. Oversees and supervises in developing, implementing and evaluating plans, work process, systems and procedures to achieve annual goals, objectives and work standards; ensures work quality and adherence to established policies and procedures. Establishes schedules and methods for providing fleet maintenance services; identifies resource needs; ensures best management practices and safety, reviews needs with appropriate management staff; allocates resources accordingly. Oversees and coordinates the California Highway Patrol Bit Inspection program compliance, including the Vehicle Incident Review Board. Develops and prepares budgets; monitors and controls expenditures and collectible reimbursements for damage; develops and supervises the collection and evaluation of various production, efficiency and cost records and statistics. Forecasts funds needed for staffing, equipment, materials, and supplies; recommends budgetary adjustments as necessary. Operates and monitors the fleet computerized maintenance management system, fleet motor pool system, fleet reporting system and GPS system; manages City fuel site management system and dispensing systems along with the purchasing of fuel and all required inspections. Oversees the NAPA IBS parts and warehouse contract; writes specifications for new vehicles/equipment; prepares scope of work for contracts; oversees and coordinates fuel and parts contracts, including privatized parts supplier contracts. Coordinates the disposal of vehicles and equipment. Oversees the various emission reduction programs (CARB, DOORS, PERP, and On Road programs), including compliance, testing, permitting, and reporting; ensures that City vehicles and equipment meet all state and federal emission requirements, registration and reporting; oversees VCAPCD fuel site emissions and generator permitting and reporting. Assists with achieving the City’s achieve the overall emission and carbon footprint reductions and compliance. Oversees technical support systems (All data, vehicle/equipment manufacturers (GM, Ford, CAT, Cummins, Etc)). Inspects and evaluates work being performed; identifies problem areas and directs remedial action. Prepares reviews and maintains a wide variety of written reports and records, including personnel records, periodic progress reports, accident reports and maintenance requests for section activities; develops, reviews and updates written maintenance instructions and schedules. Ensures that section activities are carried out in a safe and efficient manner. Reviews annual replacement criteria to determine replacement lists. Works with customers to insure that the correct equipment has been identified; participates in the calculation of annual replacement budget projections. Plans and implements a replacement program related to the purchase and major modification of vehicles and equipment. Participates in long-term planning to assess future needs of customers and to insure adequate funds will be available, future emission requirements are met along with various industry changes. Maintains current knowledge of new trends and innovations in the field of fleet maintenance services; researches new operational method, techniques and equipment and recommends their application. Responds to and resolves difficult and sensitive citizen inquiries and complaints in an efficient and timely manner; provides leadership ensuring a high performance, customer-oriented work environment that supports achieving the department’s and City’s mission, objectives and values. Coordinates with other City departments and divisions; maintains positive working relationships with city management, staff and the public. Responds to emergencies as needed, including those after hours, and arranges for corrective action. Performs related duties as assigned. MINIMUM QUALIFICATIONS A combination of education, training and experience equivalent to completion of a bachelor’s degree in a related area and two years of fleet maintenance experience, OR an Associate’s degree and four years of fleet maintenance experience, OR six years of fleet maintenance experience. One year lead or supervisory experience is required. LICENSE/CERTIFICATES License: Possession of a valid California Class C driver's license is required. Possession of a valid California Class A driver’s license with the air brake endorsement is required within six months of employment. Certificates: The following valid certifications are required within twelve months of employment: OSHA forklift operator and operator trainer certificationOSHA manlift operator safety trainer certification The possession of an Automotive Services Excellence certificate and/or Certified Public Fleet Professional certificate is desirable.
