The Transportation Department is looking for a Senior Development Review Engineer to join the City's team of highly experienced transportation professionals. Bellevue is recognized for its many advancements in transportation approaches and technologies. We are excited to provide an opportunity for an enthusiastic engineer to join our progressive team.
You will be responsible for reviewing proposed commercial and residential development for traffic impacts and compliance with roadway standards. You will bring your significant experience in both the review of civil engineering design plans and the review of complex traffic analysis of development proposals. You will also have opportunities to build teams to address areas of need and to participate in the leadership of the Transportation Department through action teams. Although this position does not have direct supervisory responsibility over other positions, you may act as lead worker to other engineering staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Reviews and analyzes highly complex and/or controversial development project proposals to ensure compliance with transportation codes, regulations, and laws. These applications may involve technical, legal, and politically sensitive issues. Confers and advises with staff and developer representatives on acceptable design alternatives and solutions; negotiates with developer representatives for plan design changes. Develops mitigating measures to impose as conditions for projects with unmitigated impacts. Interprets, applies, and ensures compliance with codes, standards, specifications, policies, and procedures; ensures compliance with standard engineering principles for review of infrastructure plans. Conducts engineering analysis to identify areas of concern. Provides professional technical input to development review staff; participates on technical committees as necessary. Reviews traffic analysis prepared by consultants. Employs considerable judgment and independence in code interpretation and in exploring and negotiating alternatives with project proponents. Prepares letters, memos, and reports addressing site design and traffic impact issues; provides recommendations for developer conditions. Represents the Transportation Department at the Permit Center. Answers general and technical transportation questions from the public. Uses the city permit tracking and time-keeping systems to maintain accurate records of current status of projects, billable time spent, and workload. Attends evening meeting and public hearings to present information or recommendations related to development applications. Represents the City in a variety of public forums. Manages project schedules in a timely manner and organizes work load. Supervision Received Works under the general supervision of the Transportation Department Development Review Manager. This position does not supervise any employees. QUALIFICATIONS: Education and Experience Requirements Degree in civil engineering. A degree in a closely related engineering field may be considered. Five or more years of development review experience in transportation engineering. Washington State Professional Civil Engineering license preferred but not required. Professional Traffic Operations Engineer certification preferred, but not required. Valid Washington State driver's license is required or ability to acquire within three months of employment. Knowledge, Skills, and Abilities: Significant experience in both the review of civil engineering design plans to assure constructability is sound and design meets standards Significant experience conducting and reviewing complex traffic analysis of development proposals. Thorough knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting. Thorough knowledge of applicable City policies, laws, and regulations affecting development review activities. Ability to conduct necessary engineering research and compile comprehensive reports. Ability to communicate effectively both orally and in writing; ability to work with the media and the public; ability to communicate with various groups with differences in age, language, culture, education level, and technical knowledge. Ability to present technical information to the general public in a non-technical manner. Ability to apply sound engineering judgment under stressful situations to develop recommendations and make decisions. Ability to deal with and manage politically sensitive issues and situations. Experience in testifying at hearings. Familiarity with the SEPA process. Strong interpersonal and communication skills. Ability to work effectively as a team member and to promote a positive work environment. Exhibits a service orientation toward customers and maintains productive working relationships. Ability to independently plan, schedule, organize, and complete multiple projects within established deadlines. Strong customer service, problem solving, and conflict resolution skills. Ability to build teams and collaborate with others to obtain shared objectives.
