Under the direction of the Director of Public Transportation, manages the daily administrative responsibilities including operations and budget of the City of Greenville’s Greenlink Fleet Maintenance Division. Oversee and participate in the development and administration of approved annual Fleet Maintenance budget; participate in the budget development for staffing, maintenance contracts, vehicles, equipment, materials, and supplies; monitor and approve expenditures; and implement budget adjustments. Manage overall Fleet operation and personnel by ensuring the efficient overhaul, repair, servicing and preventive maintenance of the Transit Fleet and equipment. Administer contracts with external vendors providing services to the City. Responsible for coordination and development of RFPs, review and scoring of proposals, selection of vendors vehicle estimates for repairs, processing requisition forms, monitoring mechanic productivity, ensuring the quality of repairs, evaluating performance, training, and taking necessary disciplinary action consistent with City policies. Direct Transit Fleet Maintenance operations and services in accordance with Department of Health and Environmental Control (DHEC), Department of Transportation (DOT), Federal Transit Administration (FTA), Environmental Protection Agency (EPA), and Occupational Safety and Health Administration (OSHA) standards, including fuel disposal and hazardous materials recycling and recovery programs, air quality standards, and vehicle emissions testing and evaluations. Promote high standards of safety. Develop policies and procedures for the safe, secure, and efficient operation of the supply operation. Conduct monthly and annual maintenance building inspections for safety compliance, and enter inspection report into CityWorks system. Maintain a comprehensive transit records management and inventory system. Attend all GTA Board and Committee meetings. Implement the Greenlink operations handbook for all Fleet Maintenance Division employees. A two-year Associate’s degree or equivalent in Business Administration, Public Administration, or related field is required. Over two years, up to and including four years of experience in supervision or management are required, preferably in a maintenance environment. A valid SC Commercial Learner’s Permit (Class B or Class A) is required. Once in classification, employee must obtain valid SC CDL within 4 months. Passenger endorsement preferred. Must have or obtain within one year of employment certifications as APWA Certified Public Fleet Professional and ASE Master Mechanic.
