Director, Public Works: Provide leadership, management and supervision to all elements of Public Works including County Engineering and Transportation and Capital Projects. Responsible for activities related to capital construction projects, maintenance of roadways, traffic signals, street lights and buildings, field services, road projects, and transportation network planning. Provides communication and coordination between these services and the County Administrator, Assistant County Administrators, Board of County Commissioners and other directors and managers. May serve as County Engineer.
Duties:
- Responsible for the overall direction including short and long range planning and program objectives of the Public Works Department which include: County Engineering and Transportation, and Capital Projects.
- In coordination with the division managers, directs activities and programs of the department to ensure adherence to applicable laws, regulations, rules, policies and procedures, and that goals, objectives and standards are met in a timely and effective manner; ensures work programs, practices, procedures and policies are developed and administered for improving the effectiveness of the Public Works programs and projects.
- Accountable for overall financial stability and cost containment of the Public Works Division, through budget preparation, business planning and staffing plans. Performs periodic cost and productivity analyses to ensure efficient and appropriate use of funding.
- Makes presentations to the Board of County Commissioners, various citizen groups and the general public, as necessary in a clear professional manner. Serves as the spokesperson for Public Works advocating the County’s mission, vision, and values; serves as the Liaison with County Administrator, Board of County Commissioners, and other County directors and managers; maintains liaison with Federal, State and local governmental agencies, engineering consultants and contractors. Maintains a positive and professional attitude.
- May serve as an engineering advisor/authority on engineering related items. This authority may include development review standards, transportation planning, design and construction standards, and plat signatory.
- Directs assigned staff, which includes work allocation, training and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
- Negotiates or participates in negotiation of contracts and agreements related to Public Works in coordination with the Procurement department.
Minimum Qualifications:
A Bachelor’s Degree from an accredited college or university in Public Administration, Business Administration, Finance, Engineering or related field of expertise. Ten (10) years of professional experience in management, strategic planning, finance, engineering and/or project management. A Master’s Degree in Public Administration, Business, Finance, or related field of expertise preferred and eight (8) years experience. A valid Driver’s License is required.
