NATURE/PURPOSE OF WORK: Under administrative direction, performs a variety of professional and administrative work related to the operation and management of all activities related to the maintenance, repair and procurement of the City’s automotive equipment. ESSENTIAL FUNCTIONS OF THE JOB Plans, coordinates and directs the vehicle maintenance division. Manages and participates in development and administration of annual capital, operating and other assigned budgets. Identifies and establishes city-wide fleet budgets associated with the operation and replacement of city vehicles and related equipment. Assists with Joint Powers Board vehicle replacement needs as advised. Identifies and request additional funding for staffing, equipment, materials, supplies and other related areas. Reviews requests for services. Directs, monitors and approves expenditures. Provides monthly billing to departments. Develops itemized billing of labor cost and parts. Identifies and implements cost saving efforts. Performs a variety of management and supervisory functions. Oversees and manages assigned staff and personnel. Interviews and hires and/or recommends hiring. Identifies and implements new employee and on-going staff training programs. Assigns, tracks and reviews work assignments and progress. Conducts annual performance appraisals. Develops and implements disciplinary actions. Develops and manages strategic planning for area of responsibility. Identifies and monitors long and short-range goals and objectives. Designs and/or oversees performance measures. Identifies and establishes protocols and processes. Recommends and implements change to existing policies and procedures. Drafts, composes, reviews, edits and/or revises a variety of written documents, summaries and reports. Prepares and presents speeches, written and oral reports for internal and external audiences. Prepares and presents staff reports. OTHER DUTIES OF JOB 1. Attends meetings and training sessions, as required. 2. Performs other job-related duties, as required. SUPERVISION RECEIVED Receives occasional instruction from Director in regard to daily work duties. SUPERVISION GIVEN Provides supervision to Fleet Division staff. WORKING CONDITIONS Works indoors in adequate work space, lighting, temperatures and ventilation. Works with average indoor exposure to noise, stress, and disruptions. Travels occasionally to various agencies to conduct audits. Normal indoor exposure to dust/dirt. May be required to work outside the traditional work schedule on occasion. PHYSICAL AND MENTAL CONDITIONS 1. Must possess ability to record, convey and present information, explain procedures and follow instructions. 2. Must be able to sit and stand for prolonged periods of time, walk intermittently throughout the workday, with occasional periods of twisting, bending, stooping, reaching, carrying, pushing and pulling necessary to carry out duties of job. 3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job. 4. May be required to lift and/or carry heavy, bulky supplies, materials and/or other items weighing up to 45 pounds. 5 Must demonstrate emotional stability. 6. Must be able to move frequently throughout the work day. 7. Must be able to pay close attention to details and concentrate on work. 8. May be exposed to dangerous machinery, hazardous chemicals, potential physical harm, extreme weather conditions and infectious diseases. QUALIFICATIONS A. EDUCATION/TRAINING A high school diploma or GED required. Associates degree in automotive, diesel mechanics or related field, preferred. B. WORK EXPERIENCE Five (5) years of relevant automotive and/or diesel mechanic, shop operations, facilities management or closely related field is required. Two (2) years of management and/or supervision is required. An equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. Must have at time of application and maintain a Class A driver’s license; may be required to obtain and maintain a Class A Commercial Driver’s License, if deemed necessary. KNOWLEDGE, SKILLS AND ABILITIES REQUIRED Knowledge of applicable city, county, state and Federal statues, rules ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations. Knowledge of the City’s and the Department’s policies and procedures. Knowledge of the principles, practices and techniques of automotive and equipment repairs. Knowledge of the principles of management and/or supervision. Knowledge of bookkeeping and/or accounting. Knowledge of the principles of inventory control. Knowledge of the principles of file and records management. Skill in establishing quality control, safety and/or training. Skill in reading, understanding, interpreting and applying relevant city, county, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations. Skill in working within deadlines to complete projects and assignments. Skill in assessing, analyzing, identifying and recommending solutions to complex problems. Skill in establishing and maintaining effective working relations with co-workers, other City employees, representatives from other city, county, state and/or Federal agencies, vendors, contractors, general public and/or others having business with the City of Gillette. Skill in operating a personal computer utilizing a variety of software and operating systems/applications.
