Key Responsibilities: |
Non-Revenue Water Program
- Serves as the program owner of Non-Revenue Water Program and leads the Non-Revenue Water Team in information exchange, trouble shooting, problem solving and regular evaluation of water audit results.
- Assist in planning Non-Revenue Water strategies and initiatives, and supporting implementation of innovative water technologies that streamline business processes, maximize revenue recovery and better engagement with customers.
- Develops protocols for MDM based water conservation and Non-Revenue Water reduction efforts by managing alarms for excessive flows, baseline flows, greater than zero flows, sudden pressure loss and apparent irrigation usage.
- Uses system performance data to establish, aggregate, and calculate key performance indicators (KPIs) for Non-Revenue Water initiatives and meter assets.
MDM Custody
- Ensures meter reading accuracy by managing the meter reading data from the MDM System to the Northstar Billing System.
- Leads the trouble shooting, modification and upgrade of MDM/Logic software.
- Develops an MDM based surveillance and response system to detect water supply contamination by backflow detection and confirmation of meter tampering.
- Utilize the meter by meter business case evaluation, on-going data analysis and repair/replace matrix to manage and optimize the testing and performance of the City's large water meters. Coordinate the replacement or repair of these assets with the Utilities Maintenance Section of Public Works.
Meter Data Analytics
- Uses analytical tools to interpret data that enable informed and timely decision-making for maximum water system performance.
- Advance SMART water technology programs to analyze customer usage patterns and advance accurate water consumption information and predictive water use.
- Facilitate design and implementation of customer account analytics and self-management.
- Collects, analyzes and maintains MDM water consumption data for long and short term planning and evaluation. Identifies trends and makes recommendations regarding policies and procedures.
- Processes leak adjustments and determines responsibility by utilizing MDM generated reports of abnormal water usage.
- Works with Customer Service to manage the quality control review of all accounts, addresses and meter identification numbers to ensure continuity of accurate customer service and billing.
- Manages all data and reports generated by the MDM Operating System Solution and provides actionable intelligence based on results.
- Performs other related duties as required.

Experience & Education: |
Required Education and Experience At least five years of progressively responsible experience in the planning, construction and physical/financial operations of municipal water distribution systems including MDM analytics and associated billing systems. Experience developing or projecting revenue generated from existing water consumption data. Knowledge of water utility best practices. Excellent written and verbal communication skills. Strong professional presence. Preferred Education and Experience Bachelor Degree from an accredited college or university with a major in Computer Science, Data Science, Information Systems, Engineering, Business or other related scientific or technical discipline. A Master's Degree is preferred.
