The City of Fayetteville is seeking a skilled and knowledgeable Stormwater Manager experienced with stormwater quality issues, routine localized flooding and periodic widespread flooding. The role of the Stormwater Manager is to protect the lives and property of the citizens of Fayetteville from damage caused by excessive stormwater runoff and to protect the quality of the waters of the City of Fayetteville. The next Manager will lead with a customer service focus that is responsive to the stormwater concerns of the citizens of Fayetteville while balancing the requirements of the City’s Stormwater Management Ordinance and the desires of the local development community. Stormwater Management Division and Position Overview: The City of Fayetteville operates under a Council/Manager form of government. The City has approximately 1,880 employees working across 19 departments. The Stormwater Management Division is under the umbrella of the Engineering and Infrastructure Department, and all its activities, personnel costs, operating expenses and most of its capital budget are supported entirely by the stormwater enterprise fund, which fund currently has an annual operating budget of $6 million and an ongoing capital budget of $15 million. The fund is replenished by collected stormwater and drainage utility fees. The Manager, who will report to the City Engineer, oversees a Public Information Specialist and a Stormwater Inspections Supervisor who in turn supervises four stormwater inspectors. The Manager also acts as staff liaison to the energetic Council-appointed stormwater advisory board. The Manager and his/her inspectors act as the City’s first point of contact with the citizens of Fayetteville in all flooding and storm sewerage related issues, are responsible for the enforcement of the Stormwater Management Ordinance and ensure compliance with NPDES permits The Division also maintains a 24 hour stormwater “hotline”. Qualifications: As Stormwater Manager, this person must demonstrate significant experience in an environment with similarly diverse facilities and functions, serving an urban environment. The candidate’s work history must include well-rounded experience with a minimum of 4 years of increasingly responsible experience in stormwater management or related work. A bachelor’s degree in engineering, environmental sciences, public administration or related field is required and P.E licensure and or Certified Floodplain Manager certification is preferred. If not a P.E. at the time of employment, Certified Floodplain Manager certification must be obtained within one year of employment. The full range is $68,353 - $107,883. Well qualified candiates can expect an offer up to the midpoint of $87,883 commensurate with experience and qualifications.
