The Roads Services Division of the King County Department of Transportation is currently seeking a highly-capable grants program coordinator who will serve as the programmatic liaison to the Washington State Department of Transportation and other granting agencies, and be responsible for all day to day administration, reporting, and coordination of the grants program. This is an outstanding opportunity for a self-motivated individual to join a highly collaborative team with growing responsibilities. The Road Services Division is responsible for maintaining, preserving, and improving the unincorporated county road and bridge system outside of cities to support the movement of people, goods, and services, and for responding to storms, floods, and other emergencies. Roads employs an asset management approach to caring for about 1,500 miles of county roads and 181 bridges valued at over $39 billion dollars. County roads carry more than 1 million trips per day, serving 250,000 residents of unincorporated areas -- and over a quarter million more who travel through them on a regular basis. All county roads receive 24-hour emergency assistance. The position will be located in the Planning and Policy Unit of the Road Services Division. The unit works cross-functionally with engineers, maintenance professionals, and other staff across the Road Services Division. We are a small group of planners, project/program managers, and problem solvers who enjoy collaborating with a diverse array of colleagues within and outside of King County government. Our ideal candidate for this position will manage a diverse portfolio of grants responsibilities, incorporate Lean and other process improvement principles into their practice, and remain calm in the face of emerging issues or shifting priorities. King County, one of the largest counties in the U. S., is governed by a directly elected executive and a nine member legislative body, elected by districts. It engages in a broad range of governmental functions and services and employs approximately 13,000 people. Who May Apply: This recruiting effort is open to all qualified King County career service employees who are members of the Professional Technical Employees (PTE), Local 17 King County career service employees, and the general public. Under the collective bargaining agreement, first consideration is for lateral movement of current career service employees, holding the position of Project/Program Manager III, who are members of PTE, Local 17. This recruitment may be used to create an eligible list to fill special duty assignments, term limited temporary (TLT) and/or seasonal short term temporary assignments depending on the need of the program. This position is open until filled however first screening will occur after June 4. Work schedule: The work schedule for this full-time position is typically 8:00 a.m. to 5:00 p.m. Monday – Friday. This position is -exempt from the Fair Labor Standards Act and is not overtime eligible. Schedule mandatory overtime and evening, holiday and/or weekends may be required depending on the workload. JOB DUTIES: Works in tandem with the intergovernmental liaison to research, recommend, and secure appropriate grant opportunities for capital projects Works cooperatively with staff from across the division to administer the grants program Manages multiple local, state, and federal grant applications, awards and administration processes in coordination with planning, engineering, financial staff Prepares, reviews, and submits all grant related administrative documents Monitors state and federal rules and regulations related to grants Facilitates grants-related meetings, coordination, and communication with other King County staff, as well as with local, state, and federal agency representatives Manages the process for amending and supplementing grants Monitors the status and progress of grant related projects and helps devise solutions to issues that may arise Performs grant revenue and cash flow forecasting projections Assists in reconciling and auditing all grant funded projects Represents King County to a variety of internal and external agencies and partners through written reports, meetings, and other forms of communication Develops and maintains organized and accessible files, reports, and other records related to the grants program Acts as Certification Acceptance Agency representative for grant funded projects administered by Roads on behalf of other agencies Develops, facilitates, coordinates, and tracks all efforts with county staff, staff in local jurisdictions, and WSDOT on project partnerships Supports and participates in short-term and long-term capital improvement planning activities as needed Performs other duties as assigned EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS: A Bachelor's Degree in public administration, transportation planning, engineering, business administration, or equivalent training and experience A minimum of three years of progressively responsible experience in grants administration, preferably in the field of transportation. Extensive knowledge of state and federal transportation funding programs and guidelines Knowledge of local and regional transportation issues Knowledge of transportation infrastructure and systems and capital program/project planning Knowledge of governmental agencies and governmental structures Knowledge of bid specification development techniques and principles Knowledge of the consultant selection process Knowledge of project and program management Knowledge of budgeting techniques and principles Strong skills in contract administration techniques and principles Strong grant writing and administration skills Skills in program development and evaluation and ability to effectively present and advocate program issues to a variety of audiences Strong negotiation and problem solving skills Excellent organizational skills Excellent written and verbal communications and interpersonal skills Skill in meeting facilitation Data collection and analysis skills Ability to establish and maintain excellent working relationships with granting agencies, county management, elected officials and staff, partner organizations, and the general public Ability to accurately perform and review mathematical/financial calculations in support of grants administration High level proficiency in the use of various computer software programs and databases, including Microsoft WORD, EXCEL, PowerPoint, Outlook and Project Ability to work both independently and as part of a team with minimal supervision, and to juggle multiple priorities under limited time constraints Ability to have predictable and reliable attendance Desired Qualifications • Ability to incorporate the use of GIS mapping in grants program management SUPPLEMENTAL INFORMATION: NECESSARY REQUIREMENTS: Possession of a valid WA State Driver's License at the time of hire or the ability to travel to meetings off site.
