The City is seeking an innovative and experienced leader to strategically align the Public Works Department Water Division with the City's values within a culture of Lean Six Sigma. The Water Maintenance and Operations Supervisor manages employees, financial resources, equipment, and budget. This position is responsible for directing the operation, maintenance and repair of the City's drinking water system for a population of approximately 68,000 via 318 miles of water mains, five production water wells, seven reservoirs and five booster stations. Responsibilities will include: Plan, schedule and administer the Operations/Maintenance Division functions of Source and Supply, Water Treatment, Water Quality, Transmission and Distribution, Maintenance and Process Control, including related regulatory compliance programs.Interpret and apply Federal, State and local health, and environmental regulations and requirements.Integrate and implement programs and best practices to support effective maintenance and compliance based on industry knowledge and research.Carry out supervisory responsibilities in accordance with City policy, union contracts, workplace expectations ensuring alignment between the work program and departmental strategy.Develop standard operating procedures and implement policy and procedural changes.Respond to citizen concerns and issues; determine and recommend appropriate resolutions to maintain positive customer relations. Provide quality customer service in a timely, thorough and effective manner.Develop and monitor short and long-term strategic plans for the Division.Respond to emergencies as required and coordinate activities with other responders to provide a safe, efficient and effective response. Qualifications: Knowledge of: Thorough knowledge of water chemistry, water treatment, water source of supply and resources, and water distribution principles and practices. Methods and operations applied in the planning, design, construction, operation, repair and maintenance of a drinking water system including production and treatment.Principles and practices of supervision, including training, safety, discipline and performance evaluation.Strategies, structures and systems associated with high performing organizations.Federal, State and Local public drinking water regulations and protection methods.Personnel management.Purchasing procedures and budget preparation.Safety standards and regulatory compliance requirements.Knowledge of ARCGIS and asset management programs. Skill in: Communicating with employees, engineers, City administrators, and the public.Effectively managing staff; training and mentoring employees.Strategic planning.Interpreting regulations and practical application and implementation.Use of Microsoft Word, Excel, Outlook, and data management software. Ability to: Mentor, motivate and engage employees.Align with the values, mission and goals of the City and with those of the department.Establish and maintain effective working relationships with other employees, divisions, vendors, contractors, public officials and the general public.Communicate effectively, both orally and in writing.Analyze data, measure results and generate reports.Plan, organize and schedule work assignments. DO YOU HAVE WHAT IT TAKES: Education and Experience: Any combination of education and experience equivalent to: Two years of college level courses in a related field.Five (5) years of progressively responsible experience in water operations or related area.Three (3) years of experience in a supervisory or lead capacity.Combination of education and experience that provides the knowledge, skills and abilities needed to perform this job.Bachelor's degree preferred. Licenses and Requirements: Valid Washington State driver's license by date of hire, and a driving record that meets City standards.Certification by the Department of Health as a Water Distribution Manager IV (WDM 4) (required by WAC 246-290). Working Conditions: Work is performed both indoors and outdoors. Outdoor work can expose the employee to seasonal heat and cold or adverse weather conditions, traffic, noise, confined spaces, chemicals, and physical hazards from mechanical and electrical equipment and requires climbing, reaching, grabbing, bending, stooping, kneeling and crawling; ability to maneuver on uneven terrain; exerting up to 50 pounds of force. Indoor work consists of planning, research and other office work. Subject to 24-hour emergency call out.
