Description This position directs, manages, supervises, and coordinates the activities and operations of the Maintenance & Operations Division within the Public Works Department including building and facilities, fleet maintenance, sewer and storm drains, and street maintenance activities. It is highly desirable to have experience in facility construction. Any combination of education and experience that would likely provide the required knowledge and abilities such as seven years of increasingly responsible public works maintenance experience including four years of administrative and supervisory experience and a bachelor's degree from an accredited college or university with major course work in business administration, public administration, civil engineering, or a related field directly related to area of assignment. Examples of Essential Functions Assume management responsibility for assigned services and activities of the Maintenance & Operations Division including building and facilities, fleet maintenance, sewer and storm drains, and street maintenance activities; oversee and evaluate the effectiveness of maintenance services. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels. Plan, direct, coordinate, and review the work plan for maintenance staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems. Select, train, motivate, and evaluate maintenance personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Oversee and participate in the development and administration of the division's annual budget, strategic plan, and maintenance management and continuous improvement program; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments. Ensure timely resolution of operational issues; anticipate potential crises and act to prevent their occurrence or reduce impact. Represent the City's interests and positions before legislative and rule-making authorities at all levels of government. Serve as the liaison for the Maintenance & Operations Division with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues. Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence. Provide responsible staff assistance to the Director of Public Works; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to maintenance programs, policies, and procedures as appropriate. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of maintenance and operations; incorporate new developments as appropriate. Respond to and resolve difficult and sensitive citizen inquiries and complaints regarding maintenance projects; maintain satisfactory customer and public relations through direct or delegated contacts with representative individuals or groups. Perform related duties as required. Minimum Qualifications/Knowledge of: Operational characteristics, services, and activities of a comprehensive public works maintenance program including streets, sewer lines, paint/sign, parking meter functions and building and fleet maintenance functions. Modern and complex principles and practices of business management. Concepts of administrative relationships within the City. Principles and practices of developing and monitoring strategic plans. Recent developments regarding continuous improvement process and maintenance management systems. Principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training, and performance evaluation. Pertinent federal, state and local laws, codes and regulations. Ability to: Oversee and participate in the management of a comprehensive public works maintenance program including streets, sewer lines, paint/sign, parking meter functions and building maintenance functions. Oversee, direct, and coordinate the work of lower level staff. Select, supervise, train, and evaluate staff. Participate in the development and administration of division goals, objectives, and procedures. Prepare and administer large program budgets. Prepare clear and concise administrative and financial reports. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze and evaluate assigned service delivery methods and techniques. Understand the organization and operation of the department and of outside agencies as necessary to assume assigned responsibility. Interpret and apply federal, state and local policies, laws and regulations. Respond to requests and inquiries from the general public. Work in a team based environment to achieve common goals. Coordinate multiple projects and complex tasks simultaneously. Meet the physical requirements to safely and effectively perform the assigned duties. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.
