SENIOR CIVIL ENGINEER*(Range 268A) *$89,317/yr. - $111,544/yr.
The City of La Habra is recruiting to fill the position of Senior Civil Engineer in the Public Works Department. This position is an exempt management at-will position which reports to the City Engineer. Employees hired after January 1, 2013 and who are new to CalPERS, or are returning CalPERS members with a break in service greater than six months, will be enrolled in the 2% @ 62 retirement plan formula and will be required to pay 50 percent of the normal PERS cost.
Definition: Under general direction, the Senior Civil Engineer plans, performs and reviews the work of staff responsible for providing complex professional and technical civil engineering work in support of City public works and private development projects, including the planning and design of various public works projects such as storm drains, water and sewer systems, street improvements, improvements of property, and construction by private developers and other departments. Employees in this job class perform specialized engineering, surveying, construction and other tasks related to the civil engineering profession. This job class functions at the top level of the classification series.
Essential Duties: • Prepares, designs, and/or evaluates preliminary and final plans and specifications for a variety of City public works and private development projects. • Supervises employees and/or manages contractors, as necessary; plans, directs, and participates in projects being planned and completed by City public works staff; ensures that all aspects of the projects are addressed and completed professionally. • Plans, prepares budgets, coordinates, designs, inspects and manages the construction of infrastructure projects, which may include, but not be limited to: design, construction and maintenance of roads, drainage, grading, buildings, water supply, reclamation and distribution, parks, recreational facilities, trenching, sewer collection systems, environmental mitigation and monitoring programs and other related subjects. • Prepares contract specifications for public works projects, staff reports, cost estimates, and/or RFPs; submits jobs for competitive bid, as assigned. • Plans and directs the work of employees reviewing development proposals within the city, prepares section budgets, reviews and approves engineering calculations and survey calculations involved with private development proposals, prepares agreements between the city and private developers, and manages the encroachment permit process governing all uses within the public right of way. • Reviews private development submittals for compliance with state and local regulations and specifications; coordinates with the Development Review Committee and attends Planning Commission meetings as necessary. • Inspects and evaluates on-going public works projects to ensure compliance with plans and specifications; conducts surveys, and/or assists survey personnel in obtaining field data and conducts a variety of tests for compliance purposes. • Manages environmental studies and coordinates with National Pollutant Discharge Elimination System requirements related to private development and public works projects. • Verifies and maintains records and files and prepares comprehensive technical reports related to assignments; applies for and obtains permits and applies for and administers grants. • Monitors compliance of City public works operations with applicable regulatory agency requirements. • Coordinates work with other divisions, departments, agencies and private entities. • Attends various meetings as a representative of the City’s Public Works Department; prepares reports and presentations for regulatory agencies, the City Council, governing boards, the public and others; addresses public relations needs. • Performs a variety of computer engineering support functions. • Manages on-going projects such as the Pavement Management Program. • Performs related duties as required.
Qualifying Knowledge, Skills, and Abilities: Knowledge of:

- Communicate clearly and concisely, both orally and in writing.
Training and Experience: Bachelor degree in Civil Engineering or in a closely related field. Five years of progressively responsible work experience in civil engineering related to complex design and/or construction projects.
Certificates or Licenses: Must be a registered Professional Civil Engineer in the State of California, or must obtain the registration within six months of the date of appointment to the position. Position also requires a California Class C driver’s license.

Applications will be screened and those applicants deemed best qualified will be invited for a written test. Those applicants who successfully pass the written test will be invited for an oral interview. The final candidate must successfully complete a medical exam, drug screening, employment history verification, DMV check and will also be fingerprinted.
