Job Summary Directly supervise the maintenance, repair, and operation of municipal water and wastewater systems and all related facilities. Provide professional and technical advice and assistance to the Director of Water Services in the overall management, administration, and operation of the water and wastewater utilities. Act as Director during his absence, or when needed. Principle Job Duties 1. Directly, or through subordinate supervisors, hire, train, evaluate, discipline and supervise a staff of Field Operations and Plant Operations employees engaged in water and wastewater line maintenance and repairs, water production, wastewater treatment, and all related activities. 2. Review and recommend operational and capital improvement needs prepared by Field Operations and Plant Operations Superintendents. Direct preparation of Capital and Operational annual budgets and budget amendments. 3. Confer with and advise engineers in the operation, design, and construction of water production/distribution and wastewater treatment /collection infrastructure. Develop and present recommendations for projects. Coordinate with CIP Department to ensure Capital Projects in design and construction are on schedule. 4. Coordinate and work with local, state, and federal agencies and commissions concerning water and wastewater issues. Ensure compliance with all regulations. 5. Investigate and respond to citizen complaints. 6. Coordinate with staff to develop and maintain data systems, including GIS, SCADA, Work Orders, and Asset Management. 7. Perform related duties as assigned. Qualifications Required: Bachelor’s Degree in engineering, management or a related field. Five (5) years of increasingly responsible experience, at least three (3) of which are in utility management or project management. Texas Driver’s License Knowledge of the modern methods, materials, equipment, and tools used in the water and wastewater industry. Read and interpret design drawings, specifications, and construction plans. Possession of Grade "B" Water and Wastewater certificates within three (3) years of appointment. Knowledge of cost accounting and utility finance principles.
