Assistant Director BC & M Division
Assists the Division Superintendent with managing the Building Construction & Maintenance Division of the Department of Public Works. Performs professional, technical and administrative work managing the design and construction of Town buildings and maintenance related projects. Develops plans and specifications. Supervises contracted service providers, architects, engineers, skilled trade employees, and vendors in the execution of construction, renovation, maintenance, and repair of buildings, structures, and equipment. Assumes day to day responsibility of operations during Superintendent's absence.
EDUCATION & EXPERIENCE: Bachelor's degree from an accredited college or university in Engineering, plus six (6) years of practical experience as a project engineer with four (4) years of supervisory and project management experience. Experience gained in a municipal or government setting desirable.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES: Thorough knowledge of construction practices and building materials as they apply to the new construction, alteration, rehabilitation and repair of buildings along with their related equipment and systems such as plumbing, sanitary, fire protection, HVAC and electrical wiring and its distribution. Knowledge of the principles and functions of heating, ventilation and air conditioning equipment and associated controls, in order to achieve environmental conservation and economic efficiency. Working knowledge of State building, fire and health codes, Federal and State environmental regulations and OSHA standards. Intermediate to advanced personal computer skills for industry specific software, Autocad, Microsoft Word and Excel. Knowledge of preventive maintenance and experience with computerized maintenance management/work order systems. Ability to communicate clearly and develop and maintain an effective working relationship with subordinates, supervisors, town staff, elected officials, architects, engineers, contractors, and the general public. Ability to work independently with ability to perform and execute several projects simultaneously. Ability to demonstrate sound judgment in prioritization of assignments and in the decision making process. Strong critical thinking skills, using logic to understand, analyze, and evaluate complex situations. Ability to evaluate the strengths and weaknesses of alternative solutions, conclusions, or approaches to a situation, and to exercise appropriate judgment in establishing priorities and resolving situations. Ability to develop sketches and draw formal blueprints to translate thoughts of design intentions to architects, engineers, contractors, skilled work force and for competitive bid. Ability to document standard operating procedures or other pertinent record (e.g. as built) information resulting from project implementation. Ability to successfully work with collective bargaining agreements and in union work environments. Must be able to climb ladders, scaffolding and hydraulic lift equipment to gain access to roof, attic, or subterranean locations to in order to perform site inspections, trouble shoot issues and direct work efforts. Ability to operate a motor vehicle in the State of Connecticut.
