The Capital Project Delivery Manager is a working manager responsible for planning, organizing, coordinating, directing and delivering capital improvement projects. This position is also responsible for supervising the work of staff and leading the Capital Projects Division within the Public Works Department as a Division Manager. Performs senior level project & program management, with a high degree of latitude, requiring initiative and independent judgment on assigned efforts while utilizing sound professional judgment. Demonstrates planning and organization skills to establish and manage priorities, delivery of Capital Improvement Program (CIP) projects and manage the overall CIP program.
This position performs highly complex program & project management skills that includes one or more functional areas such as project management, design management, transportation, project reviews, construction administration, traffic engineering & planning, surveying & mapping, and general civil engineering pertaining to roadways, drainage, bridges & railway crossings. Involves high levels of coordination with local developers, property owners and the general public. Requires the ability to develop and deliver projects from concept through design and construction. Develops preconstruction and during construction schedules, budgets, plans, specifications and estimates and construction management programs utilizing City and external resources. Establishes and maintains partnerships with other disciplines within the department, other City staff, regional agencies, developers, contractors, land owners and the general public
Essential Duties and Responsibilities:
- Plan, program and direct all CIP projects from project initiation, pre-construction consultant procurement, project design, plan approval, request for bids, bid analysis, contractor and construction consultant procurement, construction management, inspection, project invoicing, cost controls, schedule controls, quality controls and project closeout. Closely coordinate this work with input from other departments and divisions within the City.
- Prepare contracts and negotiate revisions, changes and additions to contractual agreements.
- Prepare project cost estimates for competitive bidding purposes. Prepare progress & cost tracking reports.
- Supervise and participate in a variety of professional engineering work including the preparation of project budgets, schedules, requests for proposals, requests for bids, preconstruction meetings and coordination meetings with other City departments, regional and local agencies, developers, engineers, contractors and the public.
- Supervise and participate in the design and implementation of City projects and programs..
- Supervise and participate in the review of plans. Evaluate compliance with laws, ordinances, & acceptable engineering standards and recommend corrections or improvements.
- Apply engineering judgment to evaluate and make recommendations on highly technical and complex transportation and utility design & construction.
- Develop, oversee and implement highly complex engineering projects and programs.
- Prepare City and project and program budgets. Monitor and approve project and program expenditures.
- Ensure that quality assurance and quality control programs are in place with City staff, design consultants, contractors and construction management consultants and adhered to.
- Research, study, plan, design, recommend, and execute solutions to various transportation issues.
- Provide technical expertise in roadway & bridge design, traffic engineering, drainage, contract management, construction management and right-of-way management.
- Review and check complex engineering designs, calculations, computations, plans and studies.
- Coordinate with the City’s storm water pollution prevention plan and MS4 permit for Phase II Municipal Separate Storm Sewer System compliance.
Essential Supervisory Duties:
- Prepares timely performance evaluations that clearly define expectations
- Documents performance and holds staff accountable to meet or exceed expectations
- Prepares and conducts coaching plans on a regular basis
- Mentors staff and identifies training opportunities to maximize performance
- Monitors training outcomes based on established training standards and requirements
- Supervises project managers, civil engineers, inspectors and other professional staff including overseeing the hiring process, training and development, performance appraisals, promotions, demotions, disciplinary actions, and terminations
- Schedules staff, assigns and supervises work, prioritizes CIP programs and projects and effectively uses available resources to accomplish objectives
- Utilizes and develops the talents of staff
- Encourages participatory decision making when appropriate
Qualifications:
Bachelor's degree in Civil Engineering, from an ABET accredited institution, Construction Management, or a closely related field and at least seven (7) years of progressive project management, program management and/or engineering experience including at least three (3) years of supervisory or lead experience. An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered. Must possess a valid Colorado driver’s license. Registration as a Professional Engineer is preferred
Knowledge, Skills and Abilities:
- Advanced knowledge of the principles and practices of overall project management, staff management, traffic & transportation engineering, drainage, utilities and construction management to provide guidance on pre-construction and construction project delivery
- Advanced knowledge of project delivery from project inception to project closeout.

- Strong knowledge of roadway and bridge construction specifications, standards and practices
- Strong knowledge of the methods, materials, and equipment common to engineering operations
- Strong knowledge of the standards and regulations governing capital transportation and drainage projects and project safety

- Strong knowledge of land development-related laws, regulations and processes
- Strong knowledge of construction, engineering, legal and municipal government terminology
- Strong mathematical skills to perform calculations and estimations

- Knowledge of local, state and federal regulations governing pavement design, storm water management and treatment, water quality, surveying and building codes
