The Utility Superintendent manages the administrative and technical work in the Water and Sewer Division. Plans and supervises the operation and maintenance of water transmission lines, sewer lines, pump stations, and water meter repair activities; oversees the operation of sewer collection and water distribution system; does related work as required.
Utility Superintendent position work involves supervising the Water and Sewer Division including preparation of the division budget. An employee in this classification is responsible for the repair and maintenance of water lines, sewer lines, service installations and the repair and replacement of water meters. The individual in this class reviews the plans of sewer mains and force mains. The work is performed in accordance with general policies established by the department director or designee, with standard trade practices, and State law concerning water distribution and sewer collection. General supervision is exercised over all activities of the mechanical and maintenance end of a water and sewer operation. Supervision is exercised over supervisors, subordinates, technical, skilled and unskilled workers. Work is reviewed through periodic inspections of finished jobs and review of reports. ESSENTIAL JOB FUNCTIONS: Prepares the budget for the division; develops operating cost data, labor estimates, and equipment costs; Assists administrative superiors in the operation of the Water and Sewer Division; Plans, supervises, and inspects the work of skilled and semiskilled workers engaged in the distribution of water; Prepares accident reports; Prepares monthly and special reports for the department director or designee; Keeps abreast of current developments in the field; Assumes responsibility for a variety of personnel functions including interviewing, selection, placement, discipline, safety, training, and resolving of grievances; Makes recommendations for modification in existing facilities; Instructs subordinates in the more difficult water and sanitary sewer systems maintenance and repair operations and processes; Inspects and answers customer complaints and orders appropriate corrective measures; Confers with administrative superiors and contractors relative to location and scope of proposed construction; Supervises the installation and maintenance of sewer mains, sewer laterals, and the maintenance of all water mains, water meters and attendant services, force mains, and appurtenances; Plans and oversees maintenance activities to insure adequate water facilities and to meet consumer demands on a 24-hour schedule; Orders all necessary materials and equipment essential to the maintenance and repair of the water and sewer systems; Maintains inventory and cost accounts of materials and labor necessary for the installation of new services, water main repairs, fire hydrant repairs and other projects; Reviews the completion of work orders; Conducts training sessions and safety meetings.
Equipment Used/Job Location: Works outdoors under varying weather conditions; works in confined spaces during inspection of unsafe hazards and conditions on or around construction sites; operates a motor vehicle and various heavy equipment; as well as equipment developed or advanced from future technology as required by the job. MINIMUM REQUIREMENTS: Bachelor's degree with major course work in engineering, business administration, water management or a related field, plus extensive supervisory experience in the operation and maintenance of water and sewer systems and facilities.

An equivalent combination of training and experience which provides the required knowledge, skills and abilities with a minimum of a high school diploma or equivalent.
ADDITIONAL REQUIREMENTS: Possession of a Water Distribution System Operator license (minimum of Level 3) is required;
Possession of a valid Florida commercial driver license "Class B" or higher.
Possession of a Wastewater License "Class C" is preferred. SKILLS: Comprehensive knowledge of modern engineering practices and materials, methods, and equipment used in construction, maintenance, and repair of sewer collection and water distribution systems; Comprehensive knowledge of hazards encountered and safety precautions to be taken when performing duties within the division; Ability to supervise and coordinate the work of subordinate workers conducive to full performance and high morale; Ability to prepare various types of reports and estimates; Ability to express ideas clearly and concisely, orally and in writing; Ability to estimate costs in terms of labor, supplies and equipment; Ability and initiative in solving difficult maintenance and construction problems; Ability to interpret detailed engineering plans and drawings; Ability to plan, layout, and supervise the work of technical and maintenance personnel; Physical ability to perform duties.
