The duties of the Lead Certified Water Operator include leading and coordinating the work required to operate, test, maintain, repair, construct and replace components of the water supply, pumping, storage and distribution systems, including proper restoration of streets, alleys and right-of-ways. The Lead Certified Operator is responsible for successful completion of work assignments through the oversight of crews, inspecting work, and coordination of daily work schedules of both City staff and contractors, as well as, ensuring that work and safety rules are followed including Public Works Department safety practices and OSHA, IDOL, and IEPA regulations. This position will use a wide variety of manual and powered equipment, including but not limited to, backhoe, end loader, bobcat, power saws, compressors, tampers, jackhammers, excavator, pumps, power tools, hydro stop, tapping machine, etc. In addition, the Lead Certified Water Operator collects samples and performs tests for water quality analysis and operates, inspects, maintains and repairs the Supervisory Control and Data Acquisition (SCADA) system. This position may work scheduled overtime, will respond to emergency situations, and will support other city departments/divisions in the abatement of emergency situations. This position may become Acting Division Manager when the need arises.
Requirements This position requires a high school diploma or equivalent, possession of an Illinois class B Water Supply Operator license, and a valid CDL with appropriate endorsements or acquires one within 6 months of hire.
Applicants must have a minimum of five (5) years of experience in water supply, public works and/or construction industry and one (1) year of supervisory experience. Knowledge of water supply, pumping, storage and distribution systems and associated maintenance and repair methods, procedures, and techniques and the operation and maintenance of all pertinent machinery, equipment, and tools. Will work under varying environmental conditions, including working in confined spaces and lifting up to 80 pounds is required.
Effective interpersonal and written communication skills are critical to build rapport with co-workers, contractors, management, outside agencies, and the public. Computer skills utilizing software and applications to include, Outlook, Microsoft Word, Microsoft Excel, GIS, Arcview, and Web Extender.
Applicants must be willing to carry a communication device 24 hours a day, 7 days a week to receive communication and respond to after-hours emergencies.
