The Department of Public Works is dedicated in delivering engineering services that provide the Anaheim community pride in their City and its work force. Whether it's designing a street construction project, applying innovative traffic management techniques to solve Anaheim's traffic problems, or maintaining the City's streets, sewers and sidewalks, Public Works provides a myriad of comprehensive services to meet a variety of the City's infrastructure, maintenance, and development needs.
ESSENTIAL FUNCTIONS:
QUALIFICATIONS:
Knowledge of operations, services and activities of a civil engineering program; principles of supervision, training and performance evaluation; modern and complex principles and practices of civil engineering and design; procedures, methods, and techniques of civil engineering; practices, methods, and terminology of surveying; construction standards; principles and practices in hydrology; City engineering policies and procedures; procedures necessary in applying for regional, state and federal grants; principles of advanced mathematics and their application to engineering work; principles and practices of complex project management and administration; methods and techniques of complex contract negotiations and administration; methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects; methods and techniques of engineering plan review and analysis; engineering maps and records; recent developments, current literature, and sources of information related to innovations and trends in civil engineering design and development; types and sources of pollutants that affect the environment and the methods to reduce or eliminate them; purpose and practices of environmental pollution programs related to the development of standards and associated legal problems and procedures involved in environmental regulation and enforcement; principles and practices of project management; basic principles and practices of budget preparation and administration; principles and procedures of record keeping; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations. The ability to coordinate and direct civil engineering programs; supervise, organize, and review the work of professional and technical staff; select, train and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing civil engineering services; understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear and concise reports; participate in the preparation and administration of assigned budgets; prepare engineering computations; prepare and review engineering plans, specifications, and estimates of public works projects; administer contracts; use and care for engineering and drafting instruments and equipment; perform technical research and solve engineering problems; conduct comprehensive engineering studies and prepare reports and recommendations; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
