JOB SUMMARY: Under general direction from the Assistant Director of Utilities/Streets, this position will manage, assign, mentor and evaluate supervisors engaged in construction, operation, maintenance and management of water distribution, water production, meter shop, wastewater collection facilities and SCADA. Perform administrative functions such as gauging performance measures, compiling data for report generation, and best management practices for public water/wastewater utility systems. Maintain strict adherence to TxDOT, EPA/TCEQ and all other applicable governmental agencies’ rules and regulations pertaining to water, wastewater and SCADA systems. Perform other related work as required.
ESSENTIAL JOB FUNCTIONS: Serve as a representative for TCEQ’s standing field inspections. Evaluate utility system operations to ensure safe and effective procedures are being utilized by all personnel. Enforce City and departmental rules and regulations. Manage, train, evaluate, mentor, counsel and discipline division supervisors and staff as needed. Develop, maintain and review operational and personnel records of each division. Maintain strict adherence to TxDOT, EPA/TCEQ and other governmental agencies’ rules and regulations pertaining to water/wastewater operations’ required reports. Administer and manage maintenance contracts and inspect the work of private contractors. Conduct monthly safety meetings. Follow proper procurement procedures in requesting materials and equipment. Provide advice on work methods, procedures and BMPs. Manage large construction and maintenance projects. Regularly inspect work in progress and ensure city standards are met; in coordination with subordinate supervisors.. Communicate courteously and effectively with other city employees, officials, vendors, and the public. Assist in preparation of departmental work programs and policies, cost estimates, planning and budgetary needs. Prepare and responsibly administer approved budgets for divisions. Write accurate specifications for materials and equipment. Manage division’s computer operations, interactions with GIS and required archiving of performance data, computer records and as built drawings. Locate sources for replacing vehicles, equipment, machinery tools and for purchasing specialized materials. Read, understand, and convey written and verbal job instructions effectively. Develop, enforce and keep construction standard details current as each pertains to water/wastewater systems, lift stations and appurtenances. Assist Fire Department in maintaining high ISO ratings for the City. Write ongoing work progress reports by hand and/or computer. Use good judgment to work safely and use equipment properly. Work indoors and outdoors in extreme temperatures including heat, cold, temperature swings, and inclement weather. Some exposure to dust, odor, electrical, mechanical, and toxic hazards, using proper safety precautions/equipment.
REQUIRED EDUCATION DEGREES, CERTIFICATES AND/OR LICENSES: Bachelor’s or Associates’ degree in Public Administration, Management or related field is preferred . High School diploma or GED required. Texas Driver’s License, Class C, required. TCEQ, Class B Water Operator is required. Class III Wastewater Collection Operator required. Backflow Prevention Assembly Tester preferred. Additional accredited training courses in water and wastewater operations preferred.
EXPERIENCE, TRAINING, KNOWLEDGE AND SKILLS: A minimum of three years of upper level supervisory experience is required. Relevant and recent operational experience in either Water Distribution, Wastewater Collection, or SCADA and their specific operations is required. Relevant and recent operational experience in all three aforementioned areas is strongly desired. An Associates or Bachelor degree in related field may substitute for some experience. Experience overseeing construction of utilities for water, sanitary, storm sewer and other in-kind underground utilities is required. Experience required in communicating professionally and effectively with the public and subordinates at all times. Must be able to instruct, lead, direct, mentor, motivate, organize, plan and supervise the work of others. Must know and have experience in reading/interpreting engineering drawings, plans and specifications; long range planning. Must have knowledge of methods, materials, and equipment used in Water Distribution, Wastewater Collection and SCADA systems. Must be able to maintain mental focus during assigned work assignments and work effectively in a team environment. Must be knowledgeable in SCADA System components such as: PLC’s, HMI software and SCADA database functions. Proficient in use of personal computers for word processing, databases, and various software applications used in Water Distribution, Wastewater Collection and SCADA activities such as Microsoft Word, Excel and Power Point required. Must have good working knowledge of GIS databases. Must be able to communicate effectively in English, both verbally and in writing. Ability to communicate effectively in English and Spanish verbally and in writing is preferred. Knowledge of EPA/TCEQ and other governmental agencies’ rules and regulations pertaining to water and wastewater operations is required. Knowledge of TxDOT rules and regulations regarding the operation of commercial vehicles is required. |
