NATURE OF WORK Serves the public by overseeing responsible professional engineering work in managing the City’s capital DISTINGUISHING FEATURES An employee in this class is responsible for assisting the City Engineer the planning, developing and implementing the City’s five-year capital improvements program including the setting of priorities for infrastructure replacement, repair and expansion based on financial capability, infrastructure needs, and demands of the community. Duties include assisting the City Engineer in forecasting of revenue and funding sources, developing plans and cost estimates for each project, allocation of financial resources for each project, setting of an implementation year for each project and overseeing the construction season through Project Managers. Duties also include presenting CIP information to the public, attending meetings with local and state agencies to secure funding for major projects, preparing applications for grant funding, coordinating administrative activities associated with a capital project, preparing request for proposals, negotiating fees and capital project scope with firms contracted to perform the work, and negotiating with developers and landowners regarding cost sharing participation. Employee will have direct management responsibilities for the Project Management, Sr. Engineering Technicians, and Inspection personnel within the Engineering Division. This will include the creation and implementation of a construction management system(s), including a master construction schedule for all CIP projects. Employee must have knowledge of basic engineering principles, practices, procedures and methods or equivalent. This employee must be skilled in the administration and management of a comprehensive capital improvements program or equivalent. ESSENTIAL FUNCTIONS (These essential duties are only illustrative.) Assist the City Engineer in planning, development, implementation and management of the City’s fiveyear capital improvements program and construction, including setting priorities for infrastructure replacement, repair and expansion. Assists the City Engineer in forecasting of funding and financing sources; balances financial capacity against infrastructure needs and demands of the community. Manages the Engineering staff in the development of plans and cost estimates for each project; allocates funding sources; sets an implementation year for construction of each project. Assists the City Engineer in developing and presenting CIP information to the general public; develops brochures and press releases to promote capital improvement projects; develops PowerPoint presentations that outline the CIP Program creation, implementation, and progress; on an as-needed basis, works with the City Engineer to meet with various local and state agencies to secure funding for major projects; prepares grant applications for grant funding. Coordinates administrative activities associated with capital improvement projects, including the development of intergovernmental agreements, the acquisition of right of way, the conducting of public meetings, the notification of residents and businesses, the preparation and approval of final project plans and specifications, the recommending of contract awards, the approval of project related payments, the recommending of contract changes. Assists the City Engineer (and Engineering staff) on an as-needed basis, in the preparation of Request for Proposals for capital improvement projects; negotiates fees and capital project scope with firms contracted to perform the work; negotiates with developers and landowners regarding cost sharing participation. Assists the City Engineer in the creation of appropriate design/engineering contracts, and will from time to time, be required to research and implement new contractual language. Review design/engineering contracts for consistency; and, work with Engineering staff on to ensure that design schedules (are created) are maintained. Assists the City Engineer (and Engineering staff) in the creation and implementation of the Biennial Request for Qualifications (RFQ) for the pre-qualification of design, engineering, architectural, and planning firms. Duties will include assisting the City Engineer in assembling the RFQ document; maintain and manage the consultant database; coordinate with the CIP Assistant and Purchasing Staff the dissemination of the RFQ to consultants; the review and scoring of RFQ responses and subsequent proposals; and, coordination of all notification/documentation of successful and unsuccessful consultants. Assists the City Engineer to work in conjunction with professional planners from the Rockford Metropolitan Agency for Planning (RMAP) in the preparation of plans and studies in supporting RMAP activities; attends RMAP Technical Committee meetings. Supports the City Engineer in the identification of high priority short and long term priority projects for the City and region, and ensures that these priorities are clearly communicated to RMAP. Assists the City Engineer in the long-term planning to meet City infrastructure needs including visioning and master planning; promotes City plans and needs with other agencies such as the Illinois Department of Transportation, RMAP, and other regional agencies. Assist the City Engineer in the establishment and implementation of a Financial Management system that will track CIP project budgets and expenditures. Requires coordination with Finance Department and CIP support staff. Assists the City Engineer in working with Engineering and Operations staff to gather and memorialize infrastructure data (via GIS) that will allow a data driven needs assessment model. Will assist the City Engineer in the conduct of special studies to gather condition and volume data of City-Wide infrastructure systems. Use this data to create and implement a CIP investment approach that will allow focused investment of CIP funds to those areas that bring the highest cost and functional efficiency to the City. Conducts research; prepares reports; maintains files and records. Maintains reasonable and predictable attendance. SUPERVISION RECEIVED Work is performed under the direct supervision of the City Engineer and the Public Works Director with considerable latitude for independent actions and judgment in making decisions and carrying out essential tasks and assignments to completion. Work is performed in accordance with City ordinances, specifications, policies and procedures, and in compliance with federal, state and local laws, regulations, rules and guidelines. Work is reviewed periodically for adherence to policies and procedures, for timely accomplishment of tasks, and for overall results achieved. SUPERVISION EXERCISED Employee exercises supervision over the Project Management, Sr. Engineering Technicians, and Inspection personnel within the Engineering Division; as well as clerical personnel engaged in carrying out the various functions and requirements of their respective positions. Supervisory responsibilities include assigning and evaluating work, establishing work priorities, creation and implementation of a construction management system(s) that will create a professional and efficient construction management culture; create and manage a CIP project construction project master schedule that will allow direct reporting on project progress (to all City Departments, elected officials, and the general public); resolving personnel and work related problems and issues, recommending hiring and disciplinary actions, and performing other supervisory duties. The employee also gives direction to Project Managers, Sr. Engineering Technicians, and Inspection staff regarding project assignments and documentation. WORKING CONDITIONS & PHYSICAL DEMANDS Work is performed in both an office and out in the field environment. Work activities frequently require travel to various sites throughout the city to also attend meetings and conferences. Work exposes employee to normal everyday risks which require normal safety precautions. Work activities require frequent sitting for long periods of time, standing, walking, bending, lifting, moving and carrying light objects, using hands and fingers to operate computers and other equipment, and to drive a vehicle. SUCCESS FACTORS (KSAs) Knowledge of basic civil engineering procedures, principles and practices including surveying, drafting design, and construction inspection or equivalent. Knowledge of administrative/management methods, principles, practices and procedures and their application to managing a municipal capital improvements program. Knowledge of the laws, ordinances, regulations, policies and procedures governing the administration and management of a capital improvements program. Knowledge of the principles and practices of research and report preparation. Knowledge of grant management and administration. Knowledge of supervisory principles and practices. Skill in administering and managing a comprehensive, multi-million dollar, capital improvements program. Skill in financial forecasting, determining project costs, and in locating and securing funding and/or financing sources for major infrastructure projects. Ability to present technical engineering and financial data effectively, both orally and in writing, and to prepare technical and administrative reports. Ability to assign, supervise, and evaluate the work of subordinate personnel. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with superiors, subordinate employees, other City employees, City officials, representative of local, state and federal governmental agencies, developers, contractors, business representatives, members of civic organizations and neighborhood associations, and the general public. EDUCATION, TRAINING & EXPERIENCE Graduation from an accredited four-year college or university with major course work in Civil Engineering, Construction Management or closely related field. Seven years of responsible experience in public works administration, engineering construction, or related experience which provides the knowledge, abilities and skills required by the position. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be substituted for the required experience. NECESSARY SPECIAL REQUIREMENTS Possession of a valid Illinois Driver’s License. Professional Engineering License desired. Residency requirement: Classified employees hired after January 1, 1984 may live anywhere in Winnebago County or anywhere within an area fifteen (15) miles from the Public Safety Building within six (6) months of their date of completion of probation. Employees hired prior to January 1, 1984 shall be subject to their conditions of employment in effect at that time. |
