The City of Davis is recruiting for a Senior Public Works Inspector to inspect work quality and materials used in a variety of public works, municipal building, parks and private development construction projects to ensure conformance with approved plans, specifications and departmental regulations; to inspect municipal buildings and parks to ensure compliance with approved plans and specifications; and to maintain records and prepare reports pertaining to projects inspected. To assist in oversight, scheduling and coordination of the Public Works inspection group; to inspect the more complex capital improvement projects (CIPs) and permitted developments or other construction projects at various stages of construction, alteration, and repair to ensure conformance with approved plans, specifications, codes, ordinances and laws.
DISTINGUISHING CHARACTERISTICS
Essential functions may include, but are not limited to, the following: Assist in the planning, scheduling and coordination of the field operations for the Public Works inspection group. Prepare various logs and reports on operations and activities. Establish schedules and methods for providing construction inspection services; assist in resolving conflicts between inspectors and contractors. Inspect construction projects and ensure correct and uniform application of applicable codes, standards and the contract plans and specifications, including the City of Davis Standard Specifications. Evaluate and inspect traffic control plans and field traffic control, construction sites for safety, construction schedules, and construction workmanship. Review construction plans, specifications, encroachment permits, and other plans affecting assigned projects; ensure that construction conforms to plans and specifications; monitor contract costs and changes; ensure that projects meet City codes and standards. Review inspection reports and change order requests for construction projects; direct and participate in inspecting projects under construction; authorize final approval for project payment. Provide information to management on the status of public works projects; prepare necessary reports. Assist in the preparation and updating of Standard Operating Procedures (SOPs). Perform other complex inspections as needed. Operate desktop and laptop computers, tablets, smart phones and other office equipment; use software related to job tasks such as email, word processing, spreadsheets, databases, and scheduling. Respond to questions and concerns from co-workers and the public, both in writing and verbal. Process change orders, prepare reports, and close out CIP and Development projects. Coordinate division activities with other City departments, divisions, and sections and with outside agencies. Serve as Public Works Inspection Supervisor or Construction Manager as required in the absence of these staff. Provide guidance, training, and technical supervision to other Public Work Inspectors. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service. Assist other co-workers with essential departmental functions to promote smooth operation of department and appropriate levels of customer service, as determined by management.

TYPICAL QUALIFICATIONS: Knowledge of: Defects and faults in construction, materials and method of municipal infrastructure construction. Knowledge of engineered structures. Basic mathematics including algebra, geometry and trigonometry as applied to construction inspection work and contract administration. Basic soil mechanics and geology. Principles of engineering as applied to construction inspection. Engineering mechanics of structures. Laws, ordinances, and regulations related to public works construction. Construction surveying practices. Principles of contract administration. Software related to job tasks such as word processing, spreadsheets, databases, and scheduling. Staff supervision and training. Principles and practices of work and traffic safety. Principles and practices of customer service, including conflict resolution.
Ability to: On a continuous basis, analyze operations of construction projects in the field; identify underground service alert; interpret maps and reports; compare underground construction materials and construction methods to standard specifications and job specifications; and observe safety precautions. Assist in the planning and supervision of the work of public works inspectors. Organize work activities, meet deadlines and complete work accurately. Administer contracts. Correctly apply laws, regulations, codes and departmental policies governing the construction of assigned projects. Understand and interpret engineering plans and specifications and prepare accurate engineering records. Utilize engineering and hand-held tools to process information and determine elevations and horizontal locations of improvements in the field. Deal firmly and tactfully with contractors, engineers and property owners. Detect and locate faulty materials and poor work quality and determine the stage of construction during which defects are most easily found and remedied. Utilize proper inspection techniques to examine the quality of work and materials, and detect deviations from plans, regulations, and standard construction practices. Prepare technical reports and correspondence, maintain records. Observe or monitor people's behavior, objects, or data to determine compliance with prescribed operating or safety standards. Instruct and train others. Work independently without supervision. Work effectively on multiple duties/assignments. Maintain effective, courteous and tactful working relationships with the public and handle difficult situations that may arise. Represent the City in an effective, professional manner. Communicate clearly and concisely with customers, clients, or the public in face-to-face one-to one settings, using a telephone, or in group settings, and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Conduct meetings with staff and contractors. Prepare and give presentations to the public and to staff.
Experience and Training Experience: Five years of increasingly responsible experience in public works inspection or eight years in a closely related field.
Training: Equivalent to completion of the twelfth grade supplemented by courses in geometry, trigonometry, algebra or a related field. In addition, training or coursework in construction techniques or management is highly desirable.
Possession of a California driver's license. Possession of a Grade D2 Water Distribution Operator Certificate from the State of California within one year of hire.
PHYSICAL AND SENSORY REQUIREMENTS Climb ladders or scaffolding, ranging up to 50-60 feet, in order to access and walk on roof tops, walk on 6/12 pitched roof tops; access and enter cramped quarters such as crawl spaces located under buildings or spaces such as attic areas; walk over rough, uneven, muddy, or rocky surfaces, and to jump over trenches and other obstacles. Work both inside and outside with exposure to varying weather conditions (heat, cold, wind, rain, etc.), odors, dust and pollen. Ability to see well enough to read gauges, fine print on documents, and computer screens; depth perception to safely ascend and descend ladders and work on roofs, ability to hear and distinguish various sounds, such as alarms and sounds of operating equipment in both quiet and noisy environments, and the ability to distinguish colors to ensure accurate wiring. Ability to wear work vests, hard hats and steel-toed boots throughout the day. |
