This is very responsible professional and administrative work in directing the operations of the municipal water and wastewater utilities. Work involves overall responsibility for planning, directing and coordinating the activities of a staff of over 300 employees in the economical and efficient treatment and distribution of potable water, and in the collection, treatment and disposal of wastewater, including reclaimed water programs and provisions; and ensuring compliance with all applicable local, state and federal regulations; Responsibilities include providing direction and leadership for the planning, development, administration and oversight of an annual $120 million operating budget and a $100 million capital improvement budget; development and implementation of long-range plans to meet the City's future water, wastewater and reclaimed water service needs; coordinating capital improvement projects with other City departments, external vendors and contractors; the development and execution of policies, procedures, work performance and safety standards; the coordination of rate studies and recommendations for modifications of rate structures; and directing the preparation and submission of periodic and special operating, environmental and financial reports required by federal, state and related agencies. Work also requires the use of independent judgment, ingenuity and initiative and exercising a high degree of professional discretion when handling information or records; and ensuring compliance with all applicable local, state and federal regulations. This position may occasionally be involved in making presentations to City Administration, public groups, the public and other government agencies. Salary: $101,144 - $152,342 DOQ Close Date: 03-10-2017 (4:00 PM EST) Essential Qualifications: Qualified applicants must have graduated from an accredited four-year college or university with a degree in civil engineering, or a related field and have extensive experience with domestic water resources and wastewater programs; must possess and maintain a valid State of Florida Driver’s License; must be able to provide, for use on duty, a personal motor vehicle and automobile insurance policy that meets the minimum requirements of liability established by the State of Florida for property damage and personal injury coverage; must have extensive knowledge of the theory, principles, modern methods and practices of the operation of water and wastewater utilities; must have experience, or knowledge, with planning, research, and methodology, including data analysis, interpretation, and dissemination of water and wastewater utilities related data; must have extensive knowledge of federal, state and municipal environmental laws and standards concerning the treatment water and the disposal of wastewater, including provisions for reclaimed water; must be able to communicate clearly and concisely, both orally and in writing. Desirable Qualifications: Preferred applicants have a post-graduate degree from a college or university with specialization in civil engineering, or a related subject; have considerable experience in standard and accelerated planning, permitting, and implementation of domestic water and/or wastewater utility systems in Florida, including considerable supervisory responsibility at a senior management level; have previous experience with a municipal government water and/or wastewater program; and be a licensed professional engineer in the state of Florida.
