The City of Clearwater Public Utilities Department is currently seeking qualified individuals to fill the position of INFRASTRUCTURE MAINTENANCE MANAGER. The Public Utilities Department is responsible for the operation and maintenance of the City's water, wastewater and reclaimed water infrastructure. The City of Clearwater is one of Florida's most popular cities and has a current population of approximately 110,000. The Infrastructure Maintenance Manager will assist in managing the maintenance of the City's water and wastewater systems. This position manages the overall maintenance programs including staff, long-range planning, and maintenance budgets of the facilities. Facilities include the treatment plants, wells, equipment, lift stations, swimming pool mechanical systems and fountains, and related facilities. DUTIES AND RESPONSIBILITIES: Typical duties may include: Planning and directing maintenance aspects of the water and wastewater production and/or treatment facilities;Hiring, supervising, directing, training and evaluating assigned maintenance staff;Develop and implement short and long range programs for system maintenance;Monitor and evaluate the efficiency and effectiveness of maintenance programs;Develop and manage maintenance division budget;Conduct fiscal/economic impact studies and cost/benefit analyses to prepare budget projections;Assists with developing annual maintenance and capital improvement budgets;Ensures compliance with applicable rules, regulations, policies and procedures;Coordinates the establishment and review of maintenance program policies;Ensures adherence to safety and risk management procedures and initiates actions to correct deviations or violations as necessary;Assists in ensuring water wastewater treatment systems meet federal, state, and other applicable public health and environmental standards by maintaining the systems in reliable condition;Manages the proper installation, maintenance, service and repair, and replacement of wells, pumping systems, valves, sewer lines, pumping and booster stations, and related equipment;Administers inspection of new and existing water, wastewater, facilities and systems for compliance with applicable regulatory standards and bid and contract specifications;Develops and implements new training and standards for work to enhance work methods and safety certifications for maintenance of water and wastewater treatment facilities;Provides input into selection criteria for consultants and contractors conducting maintenance and repair programs, services, and capital projects;Reviews and develops requests for proposals (RFPs) and requests for bids;Recommends selection of consultants;Assists in the preparation of bids, agreements and contracts;Oversees and coordinates work performed by contracted service providers. MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a Bachelor's Degree in Civil, Mechanical, Electrical or Sanitary Engineering, or closely related field. Four (4) years of experience in utility infrastructure maintenance with at least two (2) years in a supervisory capacity. Possession of a valid State of Florida Driver License. An equivalent combination of education, training, and experience may be accepted in lieu of the degree. Experience in - Planning and directing maintenance aspects of the water and wastewater production and/or treatment facilities;Hiring, supervising, directing, training and evaluating assigned maintenance staff;Developing and implementation of short and long range programs for system maintenance;Monitoring and evaluation of the efficiency and effectiveness of maintenance programs;Developing and managing maintenance division budgets including capital;Establishment and implementation of maintenance program policies;Ensuring adherence to safety and risk management procedures including actions to correct deviations or violations as necessary;Developing and implementing new training and standards for work to enhance work methods and safety certifications for maintenance of water and wastewater treatment facilities;Preparation of bids, agreements and contracts; Overseeing and coordinating work performed by contracted service providers. Desirable Qualifications: Master's Degree in Civil Engineering, Public Administration, or related field;Florida Department of Environmental Protection Certifications in water and/or wastewater.
