Facilities and Utilities Management provides qualified people with opportunities of variety and challenge. As manager, you would manage the maintenance of a historical building built in 1888, health clinics with doctor's offices, a joint law enforcement building housing the City and the County, a fairgrounds with an arena, RV hookups, and animal stalls as well as various general office buildings. By supervising the billing and maintenance of more than 5 utility systems with a combination of sewer and water hookups, you will be able to provide over 200 residents with quality services within our rural areas. Plans, directs, and supervises the operations, maintenance, repair, renovation, and construction of County owned and leased buildings as well as all the County Service Districts' water and sewer systems; prepares and implements maintenance management programs, develops plans for capital improvement, major maintenance, and service operations; administers contracts; prepares and manages budgets. Supervise maintenance and custodial personnel, directs and monitors professional service, maintenance, and Capital project contracts. This position manages two separate work Programs; the Facilities and Utilities Division, however critical functions of both jobs are similar.
MFA: Facilities Division Essential Duties:
- Manage and supervise building maintenance and custodial staff. Responsibilities include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary decisions.
- Develop procedures and guidelines for building repair, maintenance, and improvement projects in accordance with the UBC (Uniform Building code), UPC (Uniform Plumbing Code), NEC (National Electrical Code), NFC (National Fire Code), the Americans with Disabilities Act, and other mandated regulations.
- Prepare and implement maintenance management programs for scheduling and budgeting repairs and maintenance of mechanical systems. Serve as building consultant and advisor to County commissioners, County Administrator, and other County management on issues related to building maintenance or projects.
- Energy Monitoring and Studies: Conduct energy audits and implement energy conservation measures. Directly supervise contracted energy evaluations and administer contracted projects. Advise the Board of Commissioners and County Departments on energy conservation policy and measures.
- Establish long term goals and objectives including preparing preventative maintenance programs for each facility to reduce down time and unforeseen repairs, implementing and maintaining an energy accounting system for all buildings.
- Policy Development: Establish operating policy for efficient management of county facilities and recommend major countywide building policies including siting, design, space planning, green building practices, safety, security, handicap accessibility, and financing strategies. Establish operating requirements for building and set maintenance and service level standards.
- Contracting and Project Management including preparation and administration of contracts; set project priorities, direct and schedule the work, , and track, monitor, and report project process; conduct inspections; prepare payment authorizations; perform final punch lists and project close out.
- Develops and maintains annual training program to maintain a high level of technical expertise and certifications of all employees.
MFA: Program Management Essential Duties:
- Analyze, establish, and maintain service levels for janitorial, fire services, elevator repair, backflow prevention, and other ongoing maintenance and repair contracts.
- Provide technical assistance and expertise to departments that are not under Facilities' budget responsibilities or not in the uniform rent system (County Park facilities, County Correctional Facility, etc.), including County-sponsored community events
MFA: County Service Districts (Utilities) Essential Duties
- Manage the operation and maintenance of the County Service District's water and wastewater treatment facilities in accordance with County ordinances, DEQ operating rules and the State Health Division administrative rules for public water systems. Monitor and report system performance in accordance with permit limits and regulations for testing and reporting.
- Coordinate the Budget and Advisory committees for each of the districts by preparing agenda items, facilitating and meetings to provide information for district operations, preparing annual budgets, and recommending policy (including rate structures), to the governing body.
- Coordinate maintenance and capital improvement projects developing operating and preventative maintenance plans, including plans for capital improvements to replace equipment and services on a short and long-term schedule. Prepare and implement water management plans and back-flow protection programs for each of the water systems.
- Supervise the certified operation of the water and sewer systems with County forces, contracted services and community volunteers.
MFA: Budget Management Essential Duties:
- Conduct life cycle costing for all county facilities, compute cost rates, and compare our rates against private industry rental rates.
- Prepares and administers the division facilities budget and annual work plan including establishment and evaluation of uniform rental rates to cover the present and future costs of 20 various office buildings, grounds, shops, rental properties, and storage facilities. Identify capital improvement, repair, and maintenance projects, prioritize and prepare cost estimates for each project.
- Bachelor's degree from an accredited college or university in a field related to area of assignment
- 7 years of progressively responsible professional experience in area of assignment, including 3 years of managerial or supervisor experience
- Possession of Oregon Driver's License within 6 months of hire.
An equivalent combination of education and experience may be accepted. Please not there is no equivalency for the required supervisory experience.
